Implementation Rules for Strengthening the Work of the People's Political Consultative Conference in the New Century and New Stage
In order to thoroughly implement the spirit of the CPPCC Working Conference of the CPPCC Sichuan Provincial Committee, and conscientiously implement the "CPP Sichuan Provincial Committee of the CPC Opinions on Strengthening the Work of the People's Political Consultative Conference in the New Century and New Stage" (Sichuan Weifa [2004] No. 2), effectively strengthen the construction of socialist democratic politics in our city, and gradually realize the institutionalization, standardization, and procedures of political consultation, democratic supervision, and participation in government affairs. In light of the actual situation of our CPPCC work, these detailed rules are specially formulated:
1. Effectively strengthen the leadership of the party committee over the work of the CPPCC
Article 1 combines multi-party cooperation and democratic parties The work is included in the important agenda of the party committee, and the implementation of political consultation and multi-party cooperation principles and policies is regularly studied as well as important issues in the work of democratic parties; the Standing Committee of the Shifang Municipal Party Committee of the Communist Party of China should study the work of the CPPCC at least twice a year.
Article 2 The Party Committee actively supports the CPPCC in conducting political consultations on major national and local policies, political life, economic construction and social development; on the implementation of the constitution, laws, regulations and rules, and Conduct democratic supervision on the performance of duties by state agencies and their staff, actively support the CPPCC in carrying out inspections, inspections and surveys, reflect social conditions and public opinion, and maintain close contact with the broad masses of the people.
Article 3 The main leaders of the Municipal Party Committee should go to the CPPCC 1-2 times a year to understand the situation, solicit opinions, and solve problems in the work of the CPPCC; they should personally review and approve the major social conditions and public opinions reflected by the CPPCC.
Article 4 The Municipal Party Committee, the People’s Congress and the government should each have a party member leading cadre to contact the CPPCC. Municipal Party Committee Standing Committee members and government executive meeting members should contact 1-2 non-party persons respectively, make friends with them, and often listen to their opinions.
Article 5 The Chairman of the CPPCC (Secretary of the Party Leadership Group) shall attend the meeting of the Municipal Party Committee Secretaries and the leading comrades of the CPPCC shall attend the enlarged meeting of the Municipal Party Committee Standing Committee as non-voting delegates, and a system shall be formed.
Article 6 During the CPPCC National Committee, leading comrades of the Municipal Party Committee and Municipal Government should attend the committee meeting to listen to opinions and receive consultation.
2. Actively promote the institutionalization, standardization and procedural construction of the People’s Political Consultative Conference’s performance of functions
Article 7 The Municipal Party Committee should insist on making major decisions before the Party Committee makes decisions and before the National People’s Congress passes them. The government should take the initiative to consult with the CPPCC or solicit opinions before implementing it; insist on consultation before making decisions when formulating medium- and long-term plans for local economic and social development; consult before deciding on important personnel arrangements and major issues in people's lives; and make decisions on peacetime matters. The principle is that major policies and regulations should be negotiated first and then finalized.
Article 8 Political consultation refers to consultation before decision-making on major national and local policies and major issues in political, economic, cultural and social life and on major issues during the implementation of decisions.
The main contents of political consultation are:
1. Implement the important principles, policies, important deployments and important measures of the superior party committee and government.
2. Major issues and major measures in the city's construction of "three civilizations", the creation of "Safe Shifang", and the construction of a harmonious society.
3. Annual plans, mid- and long-term plans for local national economic and social development, and major reform measures.
4. Major investment and important infrastructure construction projects.
5. Personnel arrangements during and after the leadership changes of the Municipal People's Congress, the government, the courts, and the procuratorate, as well as other personnel arrangements.
6. Adjustment of administrative divisions and changes in important institutions.
7. Policy adjustments and tariff adjustments in important aspects such as medical care, sanitation, education, employment and social security that are related to people’s lives.
8. Coordinate and handle all aspects of the United Front’s relations and important matters of internal cooperation within the CPPCC.
9. Important plans and drafts proposed by various party and government departments that need to be decided by the municipal committee.
10. Other political consultation matters proposed by the municipal party committee, people's congress and government.
The main forms of political consultation are: CPPCC National Committee, Standing Committee meetings, Chairman (Party group) meetings, Standing members symposiums, meetings of various special committees, and meetings of democratic parties, non-party persons, and Consultative symposium attended by representatives of people's organizations and people from all walks of life.
All matters requiring negotiation should generally be submitted to the CPPCC 10 days in advance. The CPPCC should complete the consultation work within the required time and feed the results back to relevant parties.
Article 9 Democratic supervision is to supervise the implementation of the national constitution, laws and regulations, the implementation of major principles and policies, and the work of state agencies and their staff through suggestions and criticisms.
The main contents of democratic supervision include: the implementation of the Constitution, laws and regulations, the implementation of important principles and policies, the implementation of national economic and social development and fiscal budgets, and the performance of duties by state agencies and their staff. , abide by laws and disciplines, and be honest in government, as well as the compliance of various units and individuals participating in the CPPCC with the CPPCC charter and the implementation of CPPCC resolutions.
The main forms of democratic supervision include: recommendations made to the municipal party committee and government by the CPPCC National Committee, Standing Committee meetings or chairman meetings, recommendations or relevant reports put forward by various special committees, inspections by members, proposals by members, proposals by members, Report or make criticisms and suggestions in other forms, and participate in investigations and inspections by the municipal party committee, government and relevant departments.
Article 10: Participation in and deliberation of state affairs is an expansion and extension of political consultation and democratic supervision. In addition to those stipulated in Articles 8 and 9, the content and form of participation in and deliberation of government affairs also include topics that the people care about, the party and government departments attach great importance to, and the CPPCC has the conditions to deal with, organize investigations and research, and actively and proactively propose constructive suggestions to the party and government leading organs. Opinions; through various methods, open up channels of expression and talent, give full play to the expertise and role of committee members, and provide suggestions for reform, development and stability.
3. Improve political consultation and democratic supervision between the government and democratic parties and non-party personages
Article 11 Major government decisions and measures, such as government work reports, financial budgets and final accounts , social and economic development plans, draft local regulations, etc., the opinions of the CPPCC, democratic parties and non-partisan persons must be solicited. Government leaders may be invited to participate in CPPCC Standing Committee meetings or other major consultation activities.
Article 12 The CPPCC, democratic parties and non-party personages must be invited to attend plenary meetings of the government; the CPPCC, democratic parties and non-party personages may be invited to relevant government meetings to discuss major work issues.
Article 13 The government may entrust or invite the CPPCC, democratic parties and non-party persons to participate in investigations and studies on some major issues or professional issues. Various inspection activities organized by the government and investigations by supervision, auditing, industrial and commercial administration, taxation and other departments should be attended by members of the CPPCC or members of democratic parties and persons without party affiliation.
Article 14: Uphold and improve the system for relevant government departments and judicial organs to recruit qualified members of the Chinese People’s Political Consultative Conference, members of democratic parties or non-party persons to serve as special supervisors, prosecutors, auditors and education supervisors. Expand channels for democratic supervision.
4. Efforts to create an environment in which the CPPCC performs its functions and CPPCC members play their role
Article 15 The Organization Department and Propaganda Department of the Municipal Party Committee shall establish the united front and the theory and practice of the CPPCC The publicity and education of principles and policies are included in the party member education and cadre training plans and are conscientiously implemented. Education on the theory of the People's Political Consultative Conference and multi-party cooperation theory should be regarded as an important learning content of the theoretical study center group of the party committee and included in the teaching plans of party schools and administrative schools.
Article 16 The Propaganda Department of the Municipal Party Committee and the city’s major news media should include the promotion of my country’s political party system in their annual plans and increase publicity efforts. Important activities of the CPPCC and democratic parties should generally be publicized and reported.
Article 17 Party and government departments at all levels must effectively protect the democratic rights of CPPCC members. At various meetings of the CPPCC, CPPCC members have the right to criticize and the freedom to express different opinions. All suggestions, proposals, reports and criticisms put forward by the CPPCC, after the CPPCC office sends formal documents to relevant parties or departments, must take them seriously, supervise and handle them, and respond to the results in official documents.
Article 18 The units where CPPCC members work must care about and support the work of CPPCC members and create conditions for them to perform their duties and play their roles.
Article 19: Further establish and improve the liaison meeting system between the party committee, the National People's Congress, the government, and the Secretary-General of the CPPCC, adhere to the liaison meeting system between the Secretary-General of the CPPCC and the heads of the democratic parties and the Federation of Industry and Commerce, and strengthen contact and exchange information through meetings , coordinate relationships and promote work.
5. Effectively strengthen the self-construction of the CPPCC
Article 20: Efforts should be made to strengthen the ideological and political construction of the CPPCC. The CPPCC must organize members and cadres in a planned manner to persist in studying Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thinking of the "Three Represents", study the party's united front principles and policies, continuously improve the overall quality of the CPPCC organization, and enhance the participation of members in politics Strengthen the ability to discuss political affairs and enhance the professionalism, sense of responsibility and mission of CPPCC cadres.
Article 21 The CPPCC Party Group must conscientiously perform the responsibilities assigned by the Municipal Party Committee and give full play to the important role of the CPPCC as a united front organization in implementing the party's lines, principles and policies.
Article 22 The special committee of the CPPCC is a working organization that organizes members to carry out regular activities. It is necessary to establish and improve the system of counterpart consultation with relevant departments of the municipal party committee and government, establish close contact, and regularly report the situation , exchange relevant documents and materials, participate in relevant meetings, and jointly provide basis and reference for leadership decision-making.
Article 23 The cadres of CPPCC organs must be included in the exchange sequence of cadres of the entire party and government organs, flow reasonably, ensure that there is entry and exit, and they must be consistent with the party and government organs in terms of training, education, employment and promotion. Treat everyone equally to maintain the vitality of the CPPCC organs.
