Briefing on the gas pipeline in Wangzhuang Village, Wolong District

Thanks to the leaders of departments at all levels and social media for their support and attention to the construction of Nanyang China Gas’ “gas-to-coal” project.

Yesterday, the influential public account @南阳 published "A time bomb was planted in Wangzhuang, a beautiful village in Wolong District, Nanyang City"! 》WeChat article. The article reflects: The natural gas pipeline installation under construction in Wangzhuang Village, Wangcun Township, Wolong District, has different overhead heights between the main road and the branch lanes. The span height of the natural gas pipelines in some branch lanes is not high enough, which may affect the entry and exit of fire trucks. traffic, etc.

After seeing the WeChat article, our company attached great importance to promptly arranging for the person in charge of the project to follow up, and immediately notified the person in charge of the construction unit and the project supervisor to rush to the site. In the spirit of "worrying the needs of the masses, solving the needs of the masses" , a pragmatic and realistic attitude, reported the situation to the District Housing and Urban-Rural Development Bureau in a timely manner, and invited leaders of the District Housing and Urban-Rural Development Bureau, Wangcun Township and Wangzhuang Village to wait on site to provide supervision and guidance.

The specific situation and solutions are as follows:

1. According to the national <> GB50016-2014, it is stipulated: “7.1.8 Fire lanes should comply with—— The clear width and clear height of the lane should not be less than 4.0 meters; the turning radius should meet the turning requirements of fire trucks." "Rural Fire Prevention Code" GB50039-2010 stipulates: "3.0.11 The roads in the village should consider the passage of fire trucks. If necessary, the road for fire trucks should comply with the clear width and clear height of the lane should not be less than 4 meters; meet the turning radius of the configured vehicle type;" (See: Attachment 1)

2. Through on-site inspection The heights of overhead pipes in nearly 20 main roads and branch lanes in the village were measured. One of the main roads in the village was 4.8 meters high, and branch lanes (less than 4 meters wide and cannot pass fire trucks and large vehicles) had nearly 18 overhead pipes with a height of 4.8 meters. About 4.2 meters, the overhead height of the first branch lane near the east end of the village is 3.6 meters. After asking the on-site installation workers, they said that in order to avoid the chimney mouth of the second household in the lane, and the overhead height exceeded 2.5 meters, they did not use it. The same overhead method as other laneways, the straight pipe overhead method was adopted. This differentiated installation failed to take into account the feelings of the residents in the lane. The person in charge of the construction unit immediately arranged for workers to re-cut the pipe at the site, and made rectifications with reference to the height and installation method of other tunnels. (See: Attachment 2, on-site pictures)

3. In response to feedback from netizens, in order to avoid similar situations from happening again, we have notified the construction unit and the supervision project department to carry out a 1-year inspection of each construction project. Weekly self-correction and self-examination, prompt handling of existing problems, and eliminate the concerns and worries of the masses. At the same time, we also ask departments at all levels and media friends to continue to provide supervision and support.

4. The following are netizens’ responses to Nanyang Zhongran’s quick resolution of problems. Thank you all for your attention and support to Nanyang Zhongran.
