The emergence and development of China's urban and rural planning administrative licensing system has also gone through a long and tortuous process.

Influenced by the traditional planned economy system, China has not established a real planning permission system for a long time after the founding of the People's Republic of China. After the founding of New China, the social and economic governance in China adopted the way of direct control and planning, which ensured the rapid recovery of the new China economy built from the ruins of war. At that time, China was learning from the Soviet Union from planning theory to planning procedures, methods and technical standards, thus accumulating some valuable experience. Influenced by the Great Leap Forward and the People's Commune Movement, the National Planning Conference 1960 165438 held in June announced that "urban planning will not be carried out for three years". From then until the end of the Cultural Revolution, urban planning was in decline. On the basis of summing up experience, People's Republic of China (PRC) Urban Planning Law has systematically constructed the planning permission system. With the deepening of reform and opening-up, on February 26th, the 11th meeting of the 7th the National People's Congress Standing Committee (NPCSC) passed the People's Republic of China (PRC) Urban Planning Law. Known as the "first law" in the field of urban planning and construction governance, on the basis of summarizing the experience of the Urban Planning Ordinance, this law stipulates the planning permission system of "one book and two certificates", establishes the implementation procedures of planning governance, and clarifies the legal responsibility for violating planning. In the more than ten years after the promulgation and implementation of this law, the Ministry of Construction has successively formulated a number of supporting regulations and normative documents, which stipulated the qualifications of urban planning units, foreign-invested urban planning enterprises, registered urban planners and registration licenses, and built a complete planning license system.
