Legal analysis: In order to strengthen the management of litigation files in people's courts, these measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Measures for the Implementation of the Archives Law of People's Republic of China (PRC), the Provisions on Archives Work of People's Courts and the characteristics of litigation files in people's courts.

Legal basis: Measures for the Administration of Litigation Files of People's Courts

Article 2 The litigation file is one of the important special files of the state, a true record of the trial activities of the people's courts, a historical record of preservation value to the state and society, and an important basis and necessary condition for the people's courts to carry out trial work.

Article 3 The judicial department of the people's court shall be responsible for the collection, sorting and filing of litigation documents and materials.

Article 4 The archives institutions of the people's courts shall be responsible for supervising and guiding the collection, sorting and filing of litigation documents and materials of all judicial departments of the courts, as well as the reception, storage, provision and utilization of litigation files.
