1976 June 18, Tongnan County Committee made a resolution to build Sankuaishi Hydropower Station. Li Renshou, then a member of the Standing Committee, served as the first deputy commander. After on-the-spot investigation, the expert group of Sichuan Water Resources Department decided to adopt the scheme of building a river dam and a mixed diversion canal.
Li Renshou said that back dam and short diversion power generation schemes were also considered at that time. Because the power station behind the dam needs large equipment such as foreign machines and has high construction professionalism, it has to be abandoned. If the short diversion scheme is adopted, according to the terrain difference, it can only be located on the right bank of Fujiang River, but the gypsum layer is found underground on the right bank, so it is impossible to build a factory building. Therefore, it was finally decided to build a rolling dam on Sanshi in Fujiang, a diversion canal with a length of 15.2 km on the left bank flat dam, and a factory building in Lianhua Temple to generate electricity. Before the start of construction, Tongnan County Committee issued an open letter to the people of the county and foreign troops, workers and cadres, calling for contributions. The canal and dam are divided into several sections. More than 3,000 production teams in the county take turns to send labor, bring their own tools, bedding and meals, and work in designated sections according to military establishment.
Ding Zhikai, Hekou Village, Wofo Town, Tongnan, said that after receiving the arrangement of the production team, more than 30 members arrived at the construction site on foot with steel, bamboo, bedding and pickles. Almost all the way are migrant workers coming and going. Ding Zhikai remembers that there were many people along the canal for more than 30 miles on both sides. Digging river banks and building berms, everyone waved drills and shot, shouldering shoulders and grinding their backs. At night, they were brightly lit and worked overtime all night.
Li Renshou said that all the strong laborers in the county participated. The short ones rotated once every two or three months, and the long ones didn't go home for a year or so. Before the power station 1 September 19791was put into operation, more than 60,000 people gathered at the peak construction site, at least 40,000 people.
