There is a difference between the Department of Caution and the Xin Zhe Library.

Their differences can be distinguished from the following points:

1, different functions

The former name of the Department of Rehabilitation was Fang Shangjia, and it was changed to Fang Shang Academy in the 12th year of Shunzhi (1655). In the sixteenth year of Kangxi (1677), it was changed to the Department of Punishment. There are three flags on the palm. Any proposed crime will be tried in accordance with the laws and regulations of the Ministry of Punishment. If the circumstances are serious, it shall be submitted to the third department for examination and approval. Eunuch punishment is mainly cautious punishment.

"Xin Zheku" is a transliteration of the Manchu word "Xin Zheku", which means that people who eat and ration with a smear tube are also there. The new Zheku people are divided into the original new Zheku people and those who entered the new Zheku because of their fate, so it is impossible to assume that the new Zheku people are guilty. There are new Zheku people in the interior office, vassal office, mausoleum, palace and Zhuangtun. Never like the novelist said, it was sent to Xinzhe Library, that is, it was sent to Huan Yi Bureau to do laundry.

2. Different institutions.

The Department of Corrections and Rehabilitation is an institution affiliated to the Department of Internal Affairs of Qing Dynasty.

Xinzheku is Guanling, a flag-bearer organization under the Eighth National People's Congress. It is a kind of coating organization, and it is by no means an institution specializing in supervising criminal slaves.

From the above two points, it can be seen that the Department of Rehabilitation was the institution that handled cases and imposed penalties in the Qing Dynasty. Xinzheku is a place where the original Xinzheku people and those who were punished for their crimes served hard labor. The main task is to wash clothes.

Extended data

The department of abstinence from punishment in Qing Dynasty was subordinate to one of the seven departments of the Ministry of Internal Affairs. During the Shunzhi period, it was called Fang Shangyuan, and in the sixteenth year of Kangxi, it was officially renamed as the Department of Punishment. Officials in the Criminal Procedure Department are mainly responsible for the investigation and trial of specific cases, and then report the trial opinions to the superior director of the Ministry of Internal Affairs for decision. Of course, important cases cannot be decided by the head of the interior office, but must be played by the emperor and decided by the emperor.

So what case does the Department of Caution and Punishment handle? This is clearly stipulated in the legal provisions of the Qing Dynasty. According to later scholars' research, including the Department of Punishment and Punishment, the cases tried by the whole Qing Dynasty internal affairs office were basically simple cases with relatively light crimes.
