Improve the government's planned resettlement mechanism. Further increase the administrative impetus and stipulate that the resettlement plan for retired soldiers shall be jointly formulated by relevant departments and issued by people's governments at all levels. It is strictly forbidden for receiving units to take the form of labor dispatch instead of receiving resettlement. When there are vacancies in all kinds of auxiliary posts paid by the government, priority should be given to receiving retired soldiers who meet the post conditions arranged by the government. When recruiting new employees, state-owned enterprises should provide no less than 5% of the recruits to resettle retired soldiers.
Strengthen support for self-employment. Self-employed retired soldiers enjoy preferential policies in employment services, small secured loans, tax reduction and exemption for individual industrial and commercial households and taxation, and the resettlement places issue one-time economic subsidies according to the actual situation. Eligible enterprises that receive self-employed retired soldiers, as well as self-employed and eligible retired soldiers, enjoy relevant national and provincial tax preferential policies.
Establish a free education and training system. The government chooses the best training institutions by purchasing services from the government. Self-employed retired soldiers can participate in a vocational education or skill training free of charge within one year after retiring from active service, and the education and training period is not less than three months.
Implement open, fair and just resettlement. Give full consideration to retired soldiers who have served for a long time and made great contributions, encourage active soldiers to better serve national defense and army building, and implement a resettlement method combining cultural assessment with file assessment for retired soldiers. The weight of the assessment score of retired soldiers' files shall not be less than 60% of the total assessment score.
Effectively safeguard the legitimate rights and interests of retired soldiers. When recruiting or hiring personnel, priority should be given to recruiting or hiring retired soldiers under the same conditions. Retired soldiers who apply for positions in civil servants and institutions, their active service experience in the army is regarded as grassroots work experience.
