" The meeting adopted the Resolution on Organizing National Reform through Labor for Criminals, and the reform through labor for criminals has been carried out rapidly throughout the country.

By the beginning of 1952, there was no prison under unified management in Hubei Province. After being sentenced, criminals in counties and cities were detained in local public security organs for labor reform, and detention centers were once overcrowded.

1952 In August, 38-year-old Zhao Jue led nearly 3,000 prisoners to land at Hanjiang Wharf. When they arrived in Shayang, the organization immediately instructed these cadres and prisoners to open up wasteland at Xialuohan Temple in Duobao District of Qianjiang County (later included in Tianmen, Hubei Province).

Since then, it has sounded the prelude to the construction of Shayang Farm.
