According to historical records, when Xin 'an County was in Qin Dynasty, it took the meaning of Xin 'an Taiping. Sui set up an isolated state because there are isolated mountains in the county.

Sui and Huang Kai changed the county to Guzhou, and then Guzhou and Xin 'an County replaced each other. At the beginning of the great cause, the eastern wall of the province entered Xin 'an, and Tang Zhenguan moved the capital to Xin 'an today, and it has never changed. Since the Tang and Song Dynasties, it belonged to Henan Province (or Taoism) for a long time until the late Qing Dynasty. In the fifth year of Yongle in the Ming Dynasty (1407), it was placed in June, belonging to lang son County, and was abolished in August in the thirteenth year of Yongle (14 15), so it was administered to Lu Ping County, Langshan Province, Vietnam. At the beginning of the Republic of China, it belonged to Heluo Road, which was later revoked and directly under the jurisdiction of the province.

After the founding of the People's Republic of China, it belongs to Luoyang area and is now a county under the jurisdiction of Luoyang City.
