In cities, state-owned enterprises began to reform, which changed the previous situation of separating government from enterprises and promoted the efficiency of enterprises and the enthusiasm of workers for production. At the same time, four special economic zones and 13 coastal open cities were opened, and advanced western management mode and production technology were introduced into China, which greatly promoted the development of coastal economy. At the same time, politically, our democracy and legal system are constantly improving, and at the same time, our theories are constantly innovating, such as Deng Xiaoping Theory. The Twelfth National Congress of the Communist Party of China established the Socialism with Chinese characteristics Road, and the Thirteenth National Congress established the three-step strategy and the understanding of the primary stage of socialism, as well as the basic program and line for standing in the primary stage of socialism.
