It is said that Qian Qian, the favorite of Emperor Wanli XII of Ming Dynasty, died. The emperor heard that her soul had drifted to Penglai Island, so he told Li Shangshu of the Ministry of Industry to build a 30-foot-high "Wang Xian Tower" 20 miles away from Beijing.

The title of this Li Shangshu is Chongwen, originally from Jingyang County. After more than 20 years in office, he still hasn't been home and often misses his hometown. Today, I heard that a tower will be built 20 miles away from Beijing (Jingjing). Naturally, I can't say how happy I am. Busy with his wife and daughter on a starry night. After returning to his hometown, Shangshu told the states and counties about building towers and raising silver, and immediately set about site selection and clearing the foundation. People nearby were very happy when they heard that Li Shangshu had built a tower for Jingyang, and they rushed to raise money. In dozens of villages in the south of Jingyang County, brick kilns have been built (this area was later called Fang Yao), and there are also villages dedicated to building towers and grinding rice noodles (later called Mozi Village). In a few days, skilled craftsmen came one after another.

Just as the foundation stone was laid, Shangshu declared that he was going to Beijing, and mistakenly changed "Beijing" to "Beijing", which caused Wanli's anger and was asked to cut it. When the news reached home, there was no one in Jingyang who did not shed tears for Shangshu. At this time, some craftsmen said, "Since Shangshu has been killed and a river beach has been built, it is better to build a memorial tower for Shangshu." Everyone gathered in Shangshu Village. You talked and I talked, so that your wife could make up her mind. Shangshu has a daughter named Cui Yun. Miss Cui Yun was in great pain, and her heart was moved by the villagers' comments. She believes that it is impossible for her father to be resurrected. It is better to fulfill her father's wish and use the wishes of the villagers to build a tower for her hometown. She said goodbye to her mother, put on men's clothes and called herself the son of Shangshu. Her free and easy manner is almost beyond recognition. She secretly swore to heaven that she would not build a tower or wear women's clothes. In this way, the beach of Jinghe River is busy again. Some people are carrying materials and others are digging foundations. Cui Yun is very busy. She wears it through the crowd from time to time. On this day, it was difficult to start the foundation. I saw that the tower foundation had been dug more than 30 feet deep, and the bottom was full of quicksand mud. How can this geology support a tower 20 or 30 feet high? Choe yun couldn't help worrying. Cui Yun's spirit of dressing up as a woman and building a tower moved Xuan Nv for nine days. She gave Cui Yun a dream and said, "If you build this tower, it will be higher than the rest of the world, and the beach of Jinghe River can't afford it. I specially called the eight brothers of the Kim family for you. Each of them, as the cornerstone, can lose 10 thousand yuan. " Choe Yun got up and saw the dazzling golden light in the pit, so he urged everyone to go down and clear the silt and quicksand. At the bottom, he saw an octagonal bluestone, five or six feet high, with eight bronze figures on it. There are four poems engraved in the center of the stone tablet, which are: "Heavenly heart and people's heart, building a tower bank, filial piety to the daughter, and the famous tower worships the heaven." As you can see, God helped them and worked very hard. The sun and the moon are fast, and it has been seven years. The tower has been built with seven floors, four floors less than originally planned, and the original silver is almost used up. Cui Yunbian sold his family's property, and his fellow villagers also donated money, but he still could not make ends meet. In desperation, Miss Cui Yun changed into a Taoist costume, and went all over Guanzhong to collect money. Thirteen floors were built in less than six years, two more than originally planned. Then, a clay sculpture of Shangshu was made in the main hall of Cui Yun Temple under the tower of Chongwen Temple, and a golden body was specially made for Jiutian Xuan Nv at the top of the tower.
