During the Spring and Autumn Period and the Warring States Period, Pengcheng belonged to Song, and then to Chu. After the reunification of Qin Dynasty, Pengcheng County was established.
During the Chu-Han period, the overlord of the western Chu Dynasty built Pengcheng as its capital. The Western Han Dynasty belonged to Chu State and the Eastern Han Dynasty belonged to Pengcheng State.
During the Three Kingdoms period, Cao Cao moved the secretariat of Xuzhou to Pengcheng, which was called Xuzhou from the beginning.
Each generation of Wei, Jin, Southern and Northern Dynasties set up Pengcheng State or Xuzhou, mostly in Pengcheng.
Xuzhou was established in Sui Dynasty, and then Pengcheng was added as a county to govern Pengcheng.
In the early Tang Dynasty, the names of Xuzhou and Pengcheng counties were exchanged many times, and the middle and late period was the resident of our province.
In the Five Dynasties, there were Xuzhou in each dynasty, which ruled Pengcheng and led 7 counties.

In the early Ming Dynasty, Xuzhou belonged to Fengyang County, the capital of Zhili, and later to Nanzhili.
In the early Qing Dynasty, Xuzhou was successively Zhili Prefecture in jiangnan province and Jiangsu Province. In the 11th year of Yongzheng (A.D. 1733), it was promoted to Xuzhou Prefecture, which governed 7 counties of 1 state.
At the beginning of the Republic of China, Xuzhou House was abolished, and Guo Tongshan County belonged to it. Later, Xu Haidao was established to govern Tongshan (Xuzhou).
Xuzhou was founded by Tongshan County during the Japanese-Puppet War and was once the capital of Huaihai Province in the Republic of China.

After the victory of the Anti-Japanese War, the National Government still established Xuzhou, which was subordinate to Jiangsu Province. The Huaihai Campaign, one of the three major campaigns, was centered on Xuzhou.
During the period of 1949, due to the incomplete liberation of Jiangsu Province, Xuzhou was temporarily managed by Shandong Province, then transferred back to Jiangsu Province, and Xuzhou Special Zone was established at the same time. [3]
