People's governments at or above the county level and environmental protection administrative departments at all levels are responsible for supervising the implementation of water pollutant discharge standards in Daqing River Basin. In any case, the pollutant discharge unit shall comply with the pollutant discharge control requirements of this standard and take necessary measures to ensure the normal operation of pollution prevention facilities.
During the supervision and inspection of pollutant discharge units, the results of on-site sampling and monitoring can be used as the basis for judging whether the pollutant discharge behavior meets the emission standards and implementing relevant environmental protection management measures.
Daqing River is one of the tributaries of Haihe River Basin in China, which was called Shangxi River in ancient times. Because the adjacent Yongding River and Hutuo River are both sandy rivers, the Daqing River in the middle is named Daqing River because of its clear water.
Daqinghe River system is mainly composed of south branch and north branch. Among them, the tributary flowing into Xidian Lake (Baiyangdian Lake) is the south branch, and the flood storage of Xidian Lake lags behind Zhaowang River, Zaolinzhuang New Road and Zhaowangxin River to Daqing River.
The branch that flows into TEPCO is the North Branch, which is mainly Juma River, and is divided into the South and North Juma Rivers in Zhang Fang. North Juma River joins Xiaoqing River and Liuli River (Dashi River) below Dongci Village, which is called Baigou River; South Juma River joins Yishui in the north and Yishui in the middle, then flows eastward, and then joins Baigou River in Baigou Town, which is called Daqing River.
Hydrological characteristics
The flood of Daqing River system is mainly caused by rainstorm in flood season, and the rainstorm center often appears in Fuping, Sicang and Zijingguan. Due to the different locations of rainstorm centers, the proportion of the flood volume of the south and north branches to the total flood volume of the whole water system changes greatly year by year. During the 30 days from 65438 to 0963, the total flood volume of the whole water system was 7.998 billion cubic meters, of which the south branch accounted for 78% and the north branch accounted for 22%.
The maximum 6-day flood volume is 6.427 billion cubic meters, with 80% in the south branch and 20% in the north branch. 1929, the 30-day total flood of the whole water system is 3.836 billion cubic meters, with the south branch accounting for 42% and the north branch accounting for 58%. On average, the south branch accounts for about 60%, and the north branch accounts for about 0%. The mountainous area of the south branch is larger than that of the north branch. When the whole water system is flooded, the rain area in the south branch is larger.
This standard specifies the requirements for control, monitoring, implementation and supervision of water pollutant discharge in Daqing River Basin of Hebei Province. This standard is applicable to the discharge management of five water pollutants, namely, chemical oxygen demand, five-day biochemical oxygen demand, ammonia nitrogen, total nitrogen and total phosphorus, which are directly discharged into environmental water bodies by existing sewage units in Daqing River Basin of Hebei Province.
And the environmental impact assessment, environmental protection facility design, environmental protection acceptance after completion, pollutant discharge permit and direct discharge management of the above five water pollutants after the new (expanded) pollutant discharge units are put into production. The management of rural domestic sewage discharge shall be implemented in DB13/2171-2015.
