Baicheng normal University is two institutions.

Baicheng normal University is the only provincial undergraduate college in western Jilin, located at the intersection of Jilin, Heilongjiang and Inner Mongolia. The school was founded in 1958, formerly known as baicheng normal College.

In August 2000, Baicheng Forestry School, which was originally affiliated to the State Forestry Administration, merged. In March 2002, it was upgraded to an undergraduate college and renamed baicheng normal College. In 2007, it began to jointly train graduate students with Northeast Normal University.
