"Governing the country according to law, as the basic strategy and development goal of our party and country, has experienced a process of development and evolution. Under the new historical conditions, the new problems and new tasks faced by the Party and the country have prompted the Party to constantly carry out theoretical innovation, and important ideas such as "Theory of Three Represents" have emerged, further enriching and enriching the connotation of governing the country according to law. Under the new situation, it is of great theoretical and practical significance to know and understand the rule of law with the times.

First, governing the country according to law is not only the basic strategy of governing the country, but also an important value goal of our party.

The rule of law is a way of governing the country and a value concept. The choice between rule by law and rule by man is essentially a value choice. On the other hand, "Theory of Three Represents" embodies the value orientation of socialist law and reflects the essential requirements of socialist rule of law. It can be said that Theory of Three Represents is the soul of the rule of law in China, the guiding ideology of governing the country according to law, and the standard to measure the success or failure of the rule of law in China. The whole process of our legislation and law enforcement should reflect and serve Theory of Three Represents.

Three, the rule of law and the leadership of the party and the people are the masters of the country, dialectical unity.

The Party leads and guides legislation, but it is also bound by the Constitution and laws. Governing the country according to law not only ensures that the party takes the overall situation and coordinates the core position of all parties, but also requires the party to exercise leadership over the country and society through the rule of law, so as to avoid the party taking the place of politics and not distinguishing between the party and the government. People being masters of their own affairs is the core of socialist democratic politics. Both the leadership of the party and the rule of law must serve the people as masters of the country. Under the current situation, the key to adhering to the organic unity of the party's leadership, the people being the masters of the country and governing the country according to law lies in perfecting the people's congress system so that its functions and functions can be truly realized and fully exerted.

Fourth, the key to governing the country according to law is to govern according to law.
