2. Working procedures of the review committee office:
1. Receive review materials and program samples from importing units, register those that meet the application requirements in chronological order, and register those that do not meet the requirements Application requirements will not be registered;
2. Submit registered programs to experts for review, and submit expert opinions and application materials to the Cultural Market Department of the Ministry of Culture for approval;
3. Ministry of Culture A decision on approval or disapproval shall be made within 30 days from the date of receipt of the application for imported audio and video products. If approved, the importing unit will be issued an "Approval Form for Imported Audio and Video Products"; if not approved, an "Audio and Video Products Examination Notice" will be issued to the importing unit. The date of receipt of the application for imported audio and video products refers to the date when the importing unit has prepared all materials.

3. Requirements for import declaration of audio and video products
1. The importing unit must provide a completed application form, copyright trade contract, original copyright certificate, copyright authorization certificate, and copyright certification documents and program samples. The applicant unit must submit all application materials, program samples, etc. that meet the requirements to the Ministry of Culture, which will accept and approve the application. Those that do not meet the requirements will not be accepted.
2. The applicant must fill in the "Application Form for Imported Recording (Video) Products" carefully and truthfully. In the video program application form, the “content introduction” must be objective and complete. In the "Preliminary Review Opinions of the Import Unit" column in the application form, the ideological content and artistic level of the imported program must be evaluated, and suggestions for handling the content and plots that do not comply with national regulations must be provided, but do not delete them from the program sample tape. Program content. When filling out the application form, the publisher must stamp it and the legal representative must sign it. Foreign language programs must have Chinese titles, and the Chinese titles of the programs must use standardized language and characters. The order of the tracks or program collections (parts) filled in on the application form must be consistent with the order of the sample tapes and lyrics materials submitted for review.
3. The samples submitted for review must have clear signals and complete programs. Samples of foreign language video programs must have Chinese subtitles or Mandarin dubbing. Foreign language recording programs must have lyrics in both Chinese and foreign languages. The lyrics must be standard and clear, and the lyrics must not be changed at will.
4. Faxes are not allowed for written materials submitted for review, and original copies are required for copyright certification materials.
5. In principle, imported audio and video products should use the Chinese literal translation of the original program name. If the original name needs to be changed, it should correctly summarize or reflect the content of the original program. It is not allowed to use exaggerated, sensational, low-style and other names that can easily mislead consumers or are made-up and unintelligible names. For inappropriate names, the review committee has the right to require the reporting unit to change and re-submit the name. The approved name and original text of the name must be used when publishing and distributing. Violators will be investigated and punished in accordance with the relevant provisions of the "Administrative Measures for the Import of Audiovisual Products".
6. When applying for imported popular music programs, you no longer need to submit staff scores, but you need to provide information such as the introduction of the singer, songwriter, and production company. For music programs used in movies and TV series, you should provide Information about related movies and TV series.
In principle, the same public version of the program will only be approved for publication once a year.
All audio and video program samples will be provided on VCD, CD, CDR or DVD disc carriers.
7. Within 30 days from the date of publication of imported audio and video products, the importing unit shall submit 2 copies of each sample to the Ministry of Culture for filing. If the finished product is not deleted as required by the review or does not match the program submitted for review, Penalties shall be imposed in accordance with the law.
4. Other Matters
The "Application Form for Imported Audio and Video Products and Recording (Video) Products" is printed by the audio and video product importing unit in accordance with the styles and specifications established by the Ministry of Culture.
