On June 30, 1985, Phelps was born in a small town outside Baltimore, Maryland, USA. Among the three children in the family, Phelps is the youngest. His childhood life was not happy, and his parents divorced very early. His father, Fred, is a retired police officer in Maryland. He is also an avid football fan and once dreamed of becoming an excellent athlete. The mother is a school teacher and administrator of the Baltimore County Education System. Phelps grew up around a pond, and his older sisters Hillary and Whitney also swam. The eldest sister, Whitney, almost made the U.S. swimming team for the 1996 Atlanta Olympics.
