In Hadid's concept for a performing arts center, a 62-meter-tall tower is proposed to house five theaters - a music pavilion, concert hall, opera house, drama theater and flexible theater combined to accommodate 6, 300. The center also houses the Academy of Performing Arts.

"The Concert Hall is higher than the lower 4 theaters, allowing daylight to flood into its interior and with dramatic views of the sea to the city skyline from the huge windows behind the stage. The local lobby for each theater company faces the sea , giving each visitor constant visual contact with their surroundings"
