Focusing on this basic requirement, Dingxi City Commission for Discipline Inspection paid attention to prevention and early warning in practice, innovated the system and mechanism of discipline inspection and supervision of letters and visits, promulgated the Measures for Classified Handling of Letters and Visits Reports of Discipline Inspection and Supervision in Dingxi City (for Trial Implementation), established and improved the "nine-item" letters and visits handling system such as all-round investigation of letters and visits, registration management of letters and visits account, and case clue management database, as well as the collective review and evaluation of problem clues, especially the "number one" letter and visit system that was dredged from the source. Through the classification of letters and visits, we can grasp the clues that reflect the problems in time and deal with them according to the nature and priorities of the problems. In the past two years, 738 people have been criticized and educated on the general problems reflected by the masses, 456 people have been reminded to ask questions, 887 people have had heart-to-heart talks, 660 people have talked about clean government, and 384 people have talked about admonishing, so that we can grasp the early and catch the small, nip in the bud, chew my ear off, and sweat profusely, and education has protected cadres.

The third and fourth forms emphasize that "it should be a minority to severely punish serious violations of discipline and make major work adjustments" and "it can only be a very small number of serious violations suspected of illegal filing for review".
