File-New-Subtitle, open the subtitle editing window

Enter the text, set the font and size of the text, and then close the subtitle window

A newly-created subtitle file will appear in the project window. Drag it to the timeline, such as video track 2.

drag a video material to video track 1, and the subtitles will appear on the video.
