In recent years, the Communist Youth League has conscientiously implemented a series of requirements of the Central Committee on Internet work, closely combined with the characteristics of the network and the reality of young people, and made positive efforts to mobilize and guide young people to actively participate in the construction of network culture and strive to create a civilized and healthy network environment for their growth. Now I will make a comprehensive report on my understanding and work.
First, strengthening the construction of network culture is of great significance to promote the healthy growth of teenagers.
In the process of rapid development of the Internet, the Internet has profoundly shaped teenagers, and teenagers have also strongly promoted the development of the Internet. Over the years, in the development of teenagers' network work, we have more and more deeply realized that strengthening the construction of network culture is of great significance to promote the healthy growth of teenagers.
First, teenagers are an important force in the construction of network culture, and the network constitutes an important environment for the growth of teenagers. Contemporary teenagers are a generation that grew up in the Internet age, and they are the main people who use the Internet. According to statistics, the number of netizens in Chinese mainland has reached 65.438+0.44 billion, of which young netizens account for 82.5%. On average, netizens spend nearly 17 hours online every week, and young netizens spend more time online than other netizens. Teenagers are also the main people who participate in network construction. More than 80% of IT employees in China are under the age of 35. Most young people are also widely active in forums, blogs, podcasts and other online cultural forms. Teenagers, as the creators and the first users of new information communication technologies, have injected important power into the development of the Internet by practicing the creative network culture. To strengthen the construction of network culture, we must attach importance to and give full play to the role of teenagers.
Second, the Internet has both positive and negative effects on the growth of teenagers. The network provides a lot of information, broadens teenagers' horizons, updates teenagers' knowledge concepts, provides a convenient channel for teenagers to study, live, entertain and make friends, and becomes teenagers' close partners. On the other hand, the disorder, virtuality and concealment of the Internet, as well as the spread of bad information on the Internet, have also brought some negative effects to some teenagers, including ideological confusion, weakened moral sense, decreased sense of responsibility, internet addiction and even cyber crime. Some problems on the Internet have even evolved into social problems for teenagers in reality. To strengthen the construction of network culture, we should do a good job of helping teenagers to seek advantages and avoid disadvantages in the network environment.
Thirdly, it is a very important and urgent task to create a civilized and healthy network environment for the growth of teenagers. In the complex network world, teenagers are the people who need guidance and protection most. Teenagers are in a critical period of physical and mental development, and their discrimination and self-control are not strong, so they are easily influenced by various aspects. Teenagers are the future of the motherland and the hope of the nation. Whether teenagers can grow up in a healthy and civilized network environment is related to the growth of a generation and the future and destiny of the country. It can be predicted that with the continuous development of economy and society, the network and the growth of teenagers will be more closely combined, and the task of strengthening the construction of teenagers' network culture is very urgent and arduous. We should make the internet a real mentor and friend for the growth of teenagers, and we should not let the harmful information on the internet hurt the growth of teenagers. It should be the consensus of the whole society to strengthen the construction of network culture and create a healthy and civilized network environment for teenagers.
The CPC Central Committee has always attached great importance to the work of youth online letters. Central leading comrades have repeatedly stressed the need to strengthen network construction and strive to make the Internet a new window for young people to acquire knowledge and information. Strengthen management, seek advantages and avoid disadvantages, and actively eliminate the negative impact of the Internet on young people. Publicity Department of the Communist Party of China, the Central Civilization Office, Publicity Department of the Communist Party of China and other departments have made many arrangements to guide young people to use online education. This has laid a solid foundation for us to actively respond to the influence of the network on teenagers and teenagers' work and do a good job in teenagers' network work under the new situation.
Two, * * * the Communist Youth League organizations in strengthening the construction of youth network culture and purifying the network environment for the growth of young people.
* * * The youth network work organized by the Communist Youth League began in the mid-1990s. Over the years, youth organizations at all levels have closely focused on the Party's requirements for youth and youth work, with the main content of helping young people to gain advantages and avoid disadvantages in the network environment and giving full play to their positive role in the network culture construction, and vigorously strengthening the network culture construction of young people. Mainly carried out the following work:
1. Vigorously strengthen the network position construction of the Youth League, and strive to create a positive network culture atmosphere for young people. League organizations at all levels * * * established more than 200 league websites led by China Youth Network through the construction of key websites and the implementation of county-level online projects, and carried out a variety of online publicity and education activities based on the league websites. Zhongqing.com and other websites use various forms to carry out online youth reports and work, and create a positive public opinion atmosphere online. Since 200 1, organizations at all levels have successfully held six online public sacrifices and themed team days, using patriotic education websites such as "soul of china" and "Cast China with Blood", with 260 million website visits, which effectively promoted the patriotic spirit among the majority of young people. At the same time, pay close attention to the dynamics of online public opinion and actively cultivate and guide online hotspots. In some emergencies, through the organizational strength of the group website, we actively compiled and published posts and comments, clearly publicized the party's principles and policies, strengthened the mainstream voice, and played a positive role in guiding online public opinion.
2. Carry out extensive online publicity and education activities to give full play to the positive role of teenagers in the construction of network culture. In 2004 and 2005, the Central Committee of the Communist Youth League, together with relevant departments, held two consecutive "Touching-National Youth Online Short Message Works Competition", which received nearly 40,000 entries and the main webpage was visited by more than 4.7 million people. The majority of teenagers enriched their spiritual and emotional world during the competition. In 2006, relying on Zhongqing. Com and Sina. 3. Develop healthy online cultural products and services for teenagers to meet their diverse online cultural needs. Zhongqing. Com has established a number of learning and knowledge-based sub-sites represented by English corner, I-learning and encyclopedic knowledge, providing a good online community platform for teenagers to learn and communicate. China Youth Social Service Center established China Youth Broadcasting Network, established university broadcasting alliance with more than 300 universities, and held public welfare activities such as "Voice of Civilization Network Exhibition and Broadcasting Plan", giving full play to the communication advantages of the network and exploring new ways to serve young people. In 2005 and 2006, we also held the China-Korea Youth E-sports Competition and launched the International Youth Digital Entertainment Carnival. More than 2 million teenagers participated in the competition directly or through the Internet, which improved their communication skills and increased their participation in healthy online games.
4. Carry out green grid action and minor network pulsation project, and strive to create a healthy network environment for teenagers. In 2006, the Central Committee of the Communist Youth League, together with Publicity Department of the Communist Party of China and other departments, implemented the Youth Green Grid Action in China and the Youth Network Project in China, and launched activities such as "Network Virtue List", "The Most Popular Green Website for Teenagers" and "One Hundred Thousand Players of the Internet Club signed up to support" Civilized and Healthy Internet Access ",which set up an Internet content navigation platform for teenagers and actively explored new ways to create a good network environment for their growth. At the same time, pay attention to the positive guiding role of traditional media for teenagers to surf the Internet. In the first half of 2006, China Youth Daily organized a series of reports on "Youth Growth Network Green Wind", which had a wide impact on teenagers and the whole society and was fully affirmed by the central leading comrades.
5. Help teenagers get rid of "Internet addiction" and promote teenagers to form the concept and habit of civilized surfing the Internet. We will carry out theme activities such as "One Million Family Healthy Online Action", "National Network Safety and Moral Education Activities for Primary and Secondary Schools" and "One Hundred Million Project to Stop Internet Addiction", and launch cultural products such as "Stop Internet Addiction" to help teenagers and parents learn online knowledge, stay away from the harm of Internet addiction, and develop healthy and civilized online habits. Organize expert volunteer tour groups to give lectures on "Quitting Internet Addiction" in 65 cities across the country, and organize a volunteer team with more than 1 10,000 people to provide tangible help for Internet addiction teenagers to quit Internet addiction. The Central Committee of the Communist Youth League, together with the China Academy of Sciences, the General Hospital of Beijing Military Region and other institutions, has actively promoted the theoretical research on adolescent Internet addiction, and made new progress in the causes, prevention methods, online behavior and psychological research of adolescent Internet addiction.
Through these years' work, we deeply realize that the construction of youth network culture is a long-term and comprehensive systematic project, and only by relying on the strength of the whole society and through long-term and solid construction can we achieve tangible results; Only by combining management with service and comprehensively applying various means such as economy, technology and ideological education can we effectively guide teenagers to surf the Internet healthily and promote the healthy development of network culture. Only by fully respecting teenagers' dominant position and mobilizing their enthusiasm, initiative and creativity can they better play their role in the construction of network culture; Only by providing more and better online cultural products and services for teenagers and correctly guiding their online cultural needs can we create a healthy and civilized network environment.
Three, the implementation of the requirements of the central government, to further strengthen the construction of youth network culture.
General Secretary Hu Jintao's important speech at the 38th collective study in the Political Bureau of the Central Committee pointed out the direction for us to strengthen the construction of youth network culture. Not long ago, we studied and decided that starting from this year, we will gather the strength of the whole group and implement the "Youth Network Construction Project". The overall consideration is to strengthen the construction of youth network culture, integrate resources, form a joint force, vigorously carry out online publicity and education activities, actively build online ideological and public opinion positions, and strive to create a healthy and civilized network environment for the growth of young people. We will focus on the following three aspects:
First, strengthen the network service for teenagers and make the main website for teenagers bigger and stronger. On the existing basis, we will integrate the strength of the whole group, focus on building several major websites of youth groups and teenagers, such as China Youth Network, and strive to form a network position to serve teenagers, so as to attract and unite teenagers through services. To this end, we will strengthen the development and application of new network technologies, build an efficient and convenient comprehensive network service platform for young people and provide all-round network services for young people. At the same time, in order to help young people learn knowledge, carry forward Chinese civilization, and show the achievements of reform and opening up, we will develop various forms of healthy multimedia products that young people like, such as online videos, songs, games and cartoons, to serve the diverse cultural needs of young people.
Second, combine the advantages of the Communist Youth League organization and network, and extensively carry out online publicity and education activities suitable for the physical and mental characteristics of young people. Give full play to the characteristics of efficient and convenient network and the advantages of the Communist Youth League organization network, organically combine these two advantages, and carry out publicity and education activities in combination with the physical and mental characteristics of teenagers to further improve the effectiveness of online cultural construction for teenagers. In the next step, we will take various measures to do a good job in online and offline work, virtual world and real world work, strive to expand the influence of activities, and better play the educational guiding role of activities for young people. At the same time, with league cadres, young students and young scholars as the main body, we will build a multi-level team of young online commentators, actively carry out online comments on hot issues of concern to young people, and carry out effective publicity and guidance.
Third, efforts should be made to promote the formation of a situation in which all sectors of society coordinate and work together to create a healthy network environment for the growth of young people. The Internet has no boundaries, and creating a good network environment requires the joint efforts of all parties. * * * From the perspective of doing a good job in youth work, the Communist Youth League will actively promote the strengthening of comprehensive network services, improve the network management system, guide civilized network management, build a harmonious network environment, and promote the growth of young people. At the same time, unite network practitioners such as network management talents, technical talents, editors and reporters, community moderators, etc., give full play to their enthusiasm and promote the construction of youth network culture; Strengthen contact with various websites, recommend a number of green websites to teenagers, and further expand the active and healthy space of green grid. We will also actively cooperate with the competent authorities to crack down on online violations of young people's rights and interests, and truly implement the online youth rights protection work.
We believe that after this meeting, the construction and management of network culture will definitely present a new situation.
