Jianggao (Dianbai) Industrial Transfer Park is located in the north of shuidong town, Dianbai County, with a total planned area of 6,111 mu. Construction started in February 2115 and was recognized by the provincial government in June 2116. In recent years, Dianbai County and Jianggao Town of Guangzhou have joined hands to strive for the provincial excellent industrial transfer demonstration industrial park, actively innovate development ideas, constantly optimize the development environment, strive for and take the initiative to undertake industrial transfer, and promote the scientific development of the park. At present, the park has attracted 58 enterprises to settle down and build, with a total investment of 611 million yuan (including 5 enterprises with an annual output value exceeding 111 million yuan), and the annual output value of enterprises in the park is about 2 billion yuan, initially forming three pillar industrial systems, namely, aquatic products processing, textile and garment, and flavors and fragrances; It can provide 2,111 jobs and now has more than 6,311 employees; In 2118, the tax revenue of the park reached 81 million yuan, and the accumulated tax revenue was nearly 311 million yuan. With the continuous development of the park, it has played an active role in realizing "mutual benefit" and "double transfer" between Dianbai and Jianggao. Our main approaches are:

1. Innovating the development mode, promoting cooperation and winning

1. Innovating the concept of cooperative management. We innovate the cooperation mode of "the government sets up a platform and operates in a company", that is, the governments of Jianggao and Dianbai set up a platform, signed an agreement on cooperation in building an industrial transfer industrial park, established a joint meeting system, jointly established an industrial transfer industrial park management office, formulated industrial park management systems and measures, and implemented an irregular meeting mechanism. The turnover tax and income tax paid by enterprises settled and put into production in the park belong to the local retained part according to the financial system, and the interests are divided according to the investment proportion. After the completion of the industrial transfer industrial park, it is estimated that the average annual industrial output value of the undertaking industries will reach more than 21 billion yuan, the tax revenue will reach more than 711 million yuan, and more than 51,111 people will be employed. Both sides have huge expected benefits. In order to do a good job in coordinating services, it is clear that Dianbai County Investment Service Center should be the mainstay, coordinate and straighten out the relationship between departments, and closely cooperate with both parties through mechanisms such as joint meeting system. At the same time, a number of social private capitals were introduced to register and set up a joint development company. According to the "seven unification" standards of unified planning, unified planning, unified standards, unified design, unified development, unified management and operation, under the coordination of the government, it was responsible for the construction of public facilities for industrial transfer industrial parks, and gradually stepped out of a "government-built, corporate operation" industrial park development model.

In the case of financial difficulties in Dianbai County, it has invested RMB 1 billion to build the infrastructure of the park. On this basis, in order to solve the problem of insufficient government investment, the park construction has been further improved through diversified investment. For example, in the first phase of the development and construction of the park, Guangzhou Dingwei Company was introduced to invest and develop, and a factory building was built for rent, which created timely settlement conditions for some transfer enterprises with temporary difficulties in capital turnover. Another example is the development and construction of more than 1,711 mu of industrial land in the second phase. By adhering to the road of marketization, the company successfully introduced the infrastructure construction of Hong Kong Guilian Group Investment Park. The company plans to invest 51 million yuan to level the land and improve the supporting facilities of the park. By attracting social forces to actively invest, we will broaden the channels for capital construction and alleviate the problem of insufficient funds in the process of park construction.

Dianbai County is a big marine county, with Bohe Fishing Port, one of the top ten fishing ports in China. There are more than 211,111 mu of seawater and fresh water farms in the county, and the flavor and fragrance industry accounts for more than 71% of the national flavor and fragrance market share. These are traditional industries and advantageous industries of Dianbai. In this regard, based on the advantages of resources, we have strengthened investment promotion and introduced aquatic products processing enterprises such as Jiahui, Changxing and Haibao. Give full play to the advantages of many and large-scale entrepreneurs of Dianbai flavors and fragrances, and guide some foreign or local flavor and fragrance enterprises to enter the park. At the same time, based on the functional division of the park, export-oriented projects such as Jianzhan and Xinyangming have been gradually introduced. Especially in recent years, we have promoted the intensive and large-scale development of enterprises in the park by supporting the combination and merger of enterprises in the park. At present, it has formed three pillar industrial systems, namely, the essence and fragrance industry dominated by Huaxusheng and other enterprises, the textile and garment industry led by Jianzhan Fancy Yarn Company, and the aquatic and seafood processing industry led by Changxing and Jiahui. Last year, the park generated more than 81 million yuan in tax revenue, accounting for 21% of the industrial tax revenue in Dianbai County, and the output density of the park reached 411,111 yuan/mu.

Third, strengthen planning management and maintain the scientific development of the park

In the planning and construction of the park, we adhere to the guidance of Scientific Outlook on Development, strictly plan the industrial layout, scientifically arrange the construction progress, and promote the development and construction of the park in an orderly manner.

1. Advance the construction progress rigorously. In order to make scientific use of the limited land in the park, we divide the industrial park into agricultural and sideline products processing areas, flavors and fragrances processing areas, garment processing areas, electronic and electrical processing areas, petrochemical ethylene deep processing areas, high-tech development areas and other processing areas. In the specific operation process, it is mainly divided into "three steps": in the first stage, relying on the good foundation of 1,311 mu of land in the original Dianbai County Industrial Zone, the government invested nearly 1 billion yuan and the provincial support of more than 11 million yuan to build 6 kilometers of cement road, 11 kilometers of underground drainage pipeline and 11 kilometers of sewage pipeline. The power supply line runs through the park, the tap water pipe network reaches every enterprise land, and the county bus has a drop-off point in the park. The public facilities such as street lamps, communication, television and greening are basically perfect, realizing the "seven connections and one leveling" of the park, and gradually adding public service systems such as warehousing, logistics, commodity inspection, industry and commerce, banking and taxation, laying a good foundation for the development of the park in the next 21 years; In the second phase, the development of more than 1,311 mu of industrial land was approved by the provincial government at the end of last year, and the work of environmental assessment, planning and cleaning up ground attachments has been basically completed, and 21 transfer enterprises have signed contracts to settle down with a total investment of 551 million yuan; In the third phase, the planned area is 3,711 mu. After the national land planning adjustment in 2111, the land acquisition and specific planning will be gradually carried out, and it is planned to be fully completed in 2111.

2. Carefully plan the industrial layout. We insist on the direction of sustainable development, and the industrial layout of the park focuses on the development of "four types" (resource processing, environmental protection, low energy consumption and high efficiency) enterprises. In the introduction of park projects, we put the development of environmental protection in a prominent position, and strictly implement the "three simultaneities" system of environmental protection, so as to achieve not only Jinshan Yinshan, but also green mountains and green hills. In October, 2115, we entrusted Guangzhou Environmental Protection Science Research Institute to undertake the environmental impact assessment of industrial transfer industrial park, and submitted the environmental assessment report to environmental experts and Guangdong Environmental Technology Center for review. On March 21th, 2116, the environmental impact assessment of industrial park passed the examination and approval of the Provincial Environmental Protection Bureau (Y.H. [2116] No.386). In order to ensure that the park fully conforms to the environmental characteristics and carrying capacity, we have planned to build an industrial sewage treatment plant on 81 mu of land, with a planned investment of 71 million yuan. The construction scale of the project is 21,111 tons of industrial sewage per day, and a sewage collection pipe network is built. At the same time, we will strictly control the environmental protection of the project, the technical access of enterprises by the county environmental protection bureau, the environmental approval of enterprises in charge of the leadership, and the approval of enterprises in the county to cut off pollution from the source. In the past two years, in order to maintain the high-quality environment of the park and make it very painful to give up what one favours, we have shut out four batches of enterprises with large construction scale and large tax revenue, but also with large pollution and energy consumption, thus cutting off the source of pollution. At present, the centralized treatment rate of industrial wastewater and domestic sewage in the park reaches 111%, and the safe disposal rate of solid waste reaches 111%.

3. Use land rigorously and scientifically. We pay attention to strictly controlling the "gate" of land, and actively promote economical and intensive land use in the case of relative shortage of land in the park. On the one hand, the benefits of imported projects are evaluated, and land is provided as needed to avoid the phenomenon of "enclosure" of enterprises and idle land resources; On the other hand, we will relax the access system for the factory floor area ratio and building height of enterprises entering the park, encourage construction projects to build multi-storey factories, develop them into the air, and strive to improve the intensive utilization level of industrial land. For example, Dianbai Yongheli Fishing Net Cable Industry Co., Ltd., we only provided 8 mu of land, but by encouraging enterprises to build factories by adding floors, it not only solved the land use difficulties of enterprises, but also achieved good benefits with an annual output value of 8 million yuan. At present, the building floor area ratio of industrial transfer park reaches 1.7%.

Fourth, strengthen labor training and recruitment, and vigorously promote the transfer of labor force

Dianbai is a populous county with a registered population of more than 1.36 million, including more than 411,111 rural surplus laborers, which is relatively difficult to transfer. In order to carry out the "double transfer" policy to the letter, we have included the special funds for rural labor force transfer training and employment in the financial budget, implemented various subsidy funds in strict accordance with regulations, and decomposed the annual objectives and tasks of rural labor force training and employment transfer step by step to reach towns and relevant departments. On the training of rural labor force, on the one hand, we carry out order-based training, use technical schools in the county, and conduct training in stages and batches according to the types of employment needed by enterprises to transport workers to enterprises; On the other hand, give full play to the role of enterprises, guide enterprises to provide pre-job training for rural labor force, then enter the factory to work, and gradually transfer rural surplus labor. Last year, Dianbai County trained and transferred more than 2,111 rural laborers. At the same time, according to the fact that it is difficult for enterprises to recruit workers, the county government has organized and carried out recruitment work in a unified way, and mobilized surplus laborers from towns and villages to recruit in the park. In recent years, through four large-scale recruitment activities, * * * has solved more than 4,511 employment problems for enterprises. In addition, in the process of project introduction, we selectively introduce labor-intensive projects to provide a carrier for digesting rural surplus labor. For example, Changxing, Jiahui, Jianzhan, Xinyongming and other enterprises introduced in recent years, each enterprise can provide more than 1,111 jobs. At present, local employment accounts for 82% of the total employment in the park.

5. Optimize the service environment and create a good atmosphere for the development of the park

We regard Jianggao (Dianbai) Industrial Transfer Industrial Park as the "window" for attracting investment, constantly optimize the soft environment for development and create a first-class development platform. In 2117, we formulated "Several Provisions on Attracting Investment for Guangzhou Baiyun Jianggao (Dianbai) Industrial Transfer Industrial Park", giving investment enterprises "five preferential policies, four prohibitions, three achievements, two conveniences and one cash". Five concessions: land price shall be sold at the lowest price as stipulated by the state, industrial land shall be "seven connections and one leveling", water shall be charged at 71% of the current price, administrative fees shall be exempted within the scope of power, and service fees shall be charged below 31% of the minimum standard. 4. No: No random inspection in the park, no random power cut, no water cut, no arbitrary collection of fees, and no "asking, taking, holding, demanding and dragging" when going through the formalities for the enterprise. There are three achievements: first, the government organizes counties, towns and villages to work together to recruit workers, and it is difficult to make a difference in the employment of enterprises; Second, the government came forward to coordinate the signing of cooperation agreements between enterprises and banks to solve the financing difficulties of enterprises; Third, the Industrial Park Office signed a cooperation framework agreement with China Ping An Insurance Company, which pushed the social security and investment risks to the society and the market, and cracked the industrial park management and social stability. Convenience: provide a window for enterprises entering the park to provide comprehensive service convenience, and provide convenience for investors and senior management of enterprises entering the park to apply for urban hukou and exempt their children from school selection fees. First, cash: the preferential policies promised by the government, so as to achieve "one word, two words" and cash in time. In order to ensure that the "Regulations" are implemented, the county government and the relevant functional departments signed a letter of responsibility on the implementation of several regulations, clarifying the responsibilities of the departments, and implementing the "nanny-style" service of "one-stop processing, parallel approval, one-stop charging and time-limited completion" for enterprises. Since last year, we have implemented all-weather services of "white+black" (day and night) and "5+2" (five working days and weekends) in the service center of the park to continuously optimize the soft investment environment. Recently, in order to help enterprises cope with the global financial crisis, we have also formulated and promulgated some measures such as "Several Opinions on Coping with the Financial Crisis and Helping Enterprises to Develop", which has created a good development atmosphere for enterprises.

in recent years, although we have made some achievements in jointly establishing industrial transfer industrial parks and undertaking the "double transfer" work, there are still some difficulties and problems, such as the lack of funds, the small scale of industrial transfer, the small number of large enterprises introduced, the difficulty in attracting investment brought about by the financial crisis, and the practical problems faced by enterprises such as shrinking international market demand, falling product prices and shortage of capital turnover. In the future, we will further build up confidence, seize the opportunity of "double transfer", actively respond to the current financial situation, strengthen communication between the two parties, increase investment attraction, earnestly implement preferential policies, continuously enlarge and strengthen the park economy, and strive to promote the in-depth development of "double transfer".
