Regulations on the Protection of Bozhou National Historical and Cultural City
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Urban and Rural Planning Law of People's Republic of China (PRC), the Regulations on the Protection of Famous Historical and Cultural Cities, towns and villages and other relevant laws and administrative regulations, and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, protection, utilization and management of Bozhou National Historical and Cultural City.

Involving the protection of cultural relics, the provisions of laws and regulations on the protection of cultural relics shall apply. Article 3 The protection of famous historical and cultural cities shall follow the principles of government leading, social participation, protection priority and rational utilization, and coordinate the relationship between economic and social development and the protection of historical and cultural heritage. Article 4 The municipal and district people's governments shall be responsible for the protection, supervision and management of famous historical and cultural cities.

Township people's governments and sub-district offices are responsible for the daily inspections and reporting of historical and cultural cities within their respective jurisdictions. Article 5 The municipal competent department of urban and rural planning shall, jointly with the competent department of cultural relics, be responsible for the declaration of famous historical and cultural cities, the compilation and implementation of protection plans, and the supervision and management.

Cultural tourism, urban management, real estate, housing construction, land and resources, environmental protection, development and reform, civil affairs, public security, transportation, ethnic and religious departments should do a good job in the protection of historical and cultural cities within their respective functions and duties. Article 6 The municipal and district people's governments shall incorporate the protection of historical and cultural cities into the national economic and social development plan, and include the special funds for the protection of historical and cultural cities in the fiscal budget at the corresponding level. Seventh any unit or individual has the right to put forward opinions and suggestions on the protection of historical and cultural cities, and report the acts of destroying historical and cultural cities; Found blocks, buildings and structures with protection value, it shall report to the competent department of cultural relics.

Encourage enterprises, institutions, social organizations and individuals to participate in the protection of historical and cultural cities in the form of donations, grants and volunteer activities. Article 8 The municipal and district people's governments shall, in accordance with the relevant provisions of the state and the province, commend and reward the units and individuals that have made remarkable achievements in the protection of historical and cultural cities. Article 9 The municipal and district people's governments shall organize publicity and education activities on the protection of famous historical and cultural cities, popularize protection knowledge and enhance the protection awareness of the whole society. Chapter II Scope of Protection Article 10 The scope of protection of famous historical and cultural cities includes Beiguan historical and cultural blocks, historical urban areas and historical and cultural features. Beiguan historical and cultural block is the core protected area.

(1) Beiguan historical and cultural block refers to the area surrounded by Xinhua North Road in the east, Heping Road in the south, Sixi Street and Chaijiagou in the west and the south bank of the Guo River in the north. The key protection targets are: the Huaxilou, Nanjing Lane Qianzhuang, Beijing Temple and other important cultural relics protection units and surrounding areas; Baibu Street, Youzi Lane, Maopu Street, Nanjing Lane, Hongji Bridge, Datong Lane, Old Brick Street, Liren Street, Youda Street and other areas where ancient houses and old shops are concentrated;

(two) the historical city refers to the area surrounded by Mengcheng Road in the east, Lixin Road in the south, Yang Guo Road in the west and Heping Road in the north. The key protection targets are: ancient tunnels, Huazu Temple, Moral Palace, Muslim ancient temples in the city and other important cultural relics protection units and surrounding areas; People's North Road, Banlou, Caoxiangkou, Xiahou Lane, Liwen Lane, Pulley Bend, Xue Xue Lane, Xue Jia Lane, Liu Hu Street and other ancient streets and lanes; Ancient city wall ruins; Cultural relics, historical buildings, old shops, ancient houses, former residences of celebrities, former sites of important historical events, etc. ;

(3) Historical and cultural features area refers to a certain range of areas in the main urban area that rely on cultural relics and reflect the cultural relics landscape, environmental features and cultural characteristics in its historical period, except Beiguan historical and cultural blocks and historical urban areas. The key protection objects are: Cao Shizong's tomb, Tangwangling and other historical scenic spots; The environmental features of the hometown of Cao Cao, Hua Tuo, Hua Mulan, Chen Tuan and other celebrities; Xuege Tower, Jiangning Hall, Bajiaotai and other cultural relics; River and lake cultural landscapes such as the vortex river landscape belt. Eleventh Municipal People's government to establish a list of historical and cultural city protection.

The scope of the protection list includes:

(a) Beiguan historical and cultural blocks, historical cities and historical and cultural features;

(2) Historical buildings;

(3) Underground cultural relics burial areas, ancient sites, halls, money houses, ancient houses, time-honored brands, ancient trees, ancient wells and ancient wine cellars;

(4) traditional place names;

(5) Intangible cultural heritage;

(six) cultural relics protection units directly included in the protection list approved by the national, provincial and municipal people's governments;

(seven) other protected objects that should be included in the protection list as determined by the Municipal People's Government. Twelfth buildings and structures that meet one of the following conditions, have not been published as cultural relics protection units, nor have they been registered as immovable cultural relics, and have been built for more than 50 years, the Municipal People's Government may determine them as historical buildings:

(a) of historical and cultural value;

(2) Having architectural artistic value;

(3) embodying scientific and technological value;

(4) Other features with value.

If it has been built for more than 30 years and has special historical, scientific and artistic value or commemorative significance, it can be determined as a historical building. Thirteenth Municipal People's Government shall regularly organize a general survey of historical and cultural resources. Measures should be taken to protect the blocks, buildings and structures with protection value that are not included in the protection list of historical and cultural cities.
