Protection scope of urban historic buildings
The Law of People's Republic of China (PRC) on the Protection of Cultural Relics promulgated in June 1982+065438+ 10/9 and the Urban Planning Ordinance promulgated in June 1984+ 10/5 both stipulate the protection of urban historical buildings. According to the regulations, the protection items of urban historic buildings are jointly determined by the cultural administration department and the environmental protection department of urban and rural construction, and their protection measures are incorporated into urban planning. China the State Council 1982 issued a notice on the protection of historical and cultural cities. For a famous historical and cultural city, it is required to fully preserve and develop its inherent historical and cultural characteristics in the process of gradually realizing urban modernization, and organically combine the two. For the old city, ancient city ruins, cultural relics, celebrities' former residences, ancient buildings, scenic spots, ancient and famous trees, etc. , reflecting the history and culture, effective measures should be taken to strictly protect it. There are 24 first-batch protected cities: Beijing, Chengde, Datong, Nanjing, Suzhou, Yangzhou, Hangzhou, Shaoxing, Quanzhou, Jingdezhen, Qufu, Luoyang, Kaifeng, Jiangling, Changsha, Guangzhou, Guilin, Chengdu, Zunyi, Kunming, Dali, Lhasa, Xi and Yan 'an.

When planning a famous historical and cultural city, we should formulate protection plans and measures according to the historical significance, cultural art and scientific value of the protected objects, which is an important part of the overall urban planning. In addition to the key cultural relics protection units determined by governments at all levels, the historical buildings that should generally be considered for protection in urban planning and urban transformation are:

(1) Historical buildings that are of great significance in the history of urban development and architecture, that is, the highest achievement of architectural technology or art in a certain historical period, or the representative works of a certain architectural artistic style.

② Historical buildings with strong personality characteristics have long been regarded as the landmark buildings (or buildings) of the city.

③ Excellent buildings designed by famous architects and having a certain position in the history of architecture.

(4) Some foreign art forms with high artistic value, beautiful shapes and positive significance for enriching the urban architectural features.

⑤ Traditional residential buildings representing a certain historical period of urban development usually retain relatively complete typical blocks.

⑥ Commemorative buildings related to a major event or a social phenomenon in urban history, such as the architectural remains damaged in Tangshan Xinjian City 1976 earthquake, and the shack buildings in Shanghai Fanguanlong Xinjian Community 1949 former slums.

⑦ Some blocks related to urban cultural traditions are also key protection targets, such as Liulichang Cultural Street and Dashilan Commercial Street in Beijing. Some blocks with unique shapes and strong local colors can also be listed as protected objects, such as the houses in the south of the Yangtze River, the houses in Sichuan, the houses in Jinzhong, Shanxi and the houses in southern Shanxi.
