According to historical records, Weihai was called Shiluo Village in Han Dynasty. At the end of the Eastern Han Dynasty, it belonged to Donglai County and was a vassal territory of the Liu royal family. In 220 AD, after Cao Pi abolished Liu Xie, the emperor of the Han Dynasty, and established the State of Wei, Liu's royal family was eliminated. In order to avoid being hunted, a branch of the Liu royal family came all the way to the remote Shiluo village and became an early resident here. After Yu Jae Seok Luocun settled down, he made a living by fishing in the sea, and often went to open up wasteland for cool in summer. At that time, the island was called "Liu's other business" and was later called. Liu Gongdao's name came from this and has been passed down to this day.
