Historical evolution:
1: secret service period
Only during the Northern Expedition did the National Government have an intelligence organization. In the Republic of China 17, Chiang Kai-shek was appointed Commander-in-Chief of the National Revolutionary Army. In order to quickly quell the chaos, he relied on reliable and flexible military and political information, so he set up a "secret investigation team" at the general headquarters, and specially appointed Dai Li to be responsible for the investigation and collection of military information at the front of the Northern Expedition. This is the first intelligence organization. In the 20th year of the Republic of China, the Northeast fell, and the Japanese army invaded Shanghai in February 28th Incident 2 1 year. In March of 2001, Chiang Kai-shek held a high-level military meeting and decided to organize an intelligence network, collect investigation data and study the situation at home and abroad as a reference for resisting foreign aggression and stabilizing the country. As a result, the "secret service" was established on April 1 day, and in September of the same year, the Military Commission established the Bureau of Investigation and Statistics. The secret service was ordered to be placed under its jurisdiction and renamed as the second division of the Bureau, responsible for intelligence and training.
2. The period of military unification
In 26 years of the Republic of China, War of Resistance against Japanese Aggression was launched in an all-round way. Under the national government's long-term anti-Japanese war policy, the war zone is becoming wider and wider, and intelligence work is becoming more and more important. The secret service was ordered to be expanded into the Bureau of Investigation and Statistics of the Military Commission, with senior officers of the Military Commission concurrently serving as the director and Dai Li as the deputy director, with actual responsibilities.
3. Secrecy Bureau period
After the victory of the Anti-Japanese War, the National Government returned to Nanjing in May 1935, abolished the Military Commission and established the Ministry of National Defense. In August of the same year, the Military Bureau was ordered to be reorganized into the Secrecy Bureau of the Ministry of National Defense, which was responsible for keeping secrets and preventing espionage and ensuring national security. 1June, 939, the Secrecy Bureau of the Ministry of National Defense was ordered to resume the formal organization of the Secrecy Bureau and set its headquarters in Shan Yan, Shiling, Taipei, in order to continuously carry out the important tasks of domestic security and intelligence gathering.
4. Intelligence Agency Period
1944, the intelligence agency was reorganized and its tasks were re-divided. The Secrecy Bureau was ordered to be reorganized into the Intelligence Bureau of the Ministry of National Defense, and the original security investigation was taken over by the Investigation Bureau of the Ministry of Justice and Administration. Since then, the bureau has been responsible for the collection and research of strategic early warning information.
5: Military Intelligence Agency Period
1 July 19741day, the former Intelligence Bureau was ordered to merge with the Special Intelligence Service of the Ministry of National Defense to form the Military Intelligence Bureau, which was subordinate to the state.
The headquarters of the staff of the Ministry of National Defense is under the direct command of the Chief of Staff.
