Chongqing Hechuan Shuanghuai-Qiantang Expressway Project belongs to the Fifth Ring Road in the "Three Ring Roads with Eighteen Shoots and Multiple Ring Roads" planned in Chongqing Expressway Network Planning (20 19-2035), which is a connecting line between G75 Blue Ocean Expressway and G85 Yin Kun Expressway.

The expressway starts from Shuanghuai service area of G85 Chongqing-Guangzhou Expressway, integrates the original Shuanghuai service area, and then routes from east to west. Qujiang Bridge is set to cross Qujiang, and Laitan Interchange is set 3 kilometers north of Qitan Gushen to realize the connection with Lailong Road.
