Special post teachers are a special policy implemented by the central government for rural compulsory education in the central and western regions. By openly recruiting college graduates to teach in rural schools in the "two basics" counties and below in the central and western regions.

In 2020, the implementation scope of the central "special post plan" is the same as that in 20 19, specifically: concentrated contiguous areas with special difficulties, key poverty alleviation and development counties in central and western countries, key poverty alleviation and development counties at the provincial level, and the original "two basics" counties in the western region (including some corps of Xinjiang Production and Construction Corps).
Incorporate some ethnic autonomous prefectures in the central provinces and some border counties, ethnic autonomous counties and ethnic counties with special difficulties in the western region into the national western development plan.
The central government continues to give wage subsidies to special post teachers. The Ministry of Education and the Ministry of Finance will allocate the central subsidy funds for the "Special Post Plan" in 2020 according to the number of teachers in Liang Kai and previous posts.
Adhere to the scope and strict conditions. Counties (cities, districts) included in the "special post plan" must be counties (cities, districts) with overall shortage of teachers, prominent structural contradictions and relatively difficult financial resources, but good work foundation and high enthusiasm. During the implementation of the "special post plan", in principle, new teachers cannot be supplemented in other ways.
Each Shegang county should recruit teachers who have expired, passed the examination and are willing to continue teaching in the local area within the approved total staffing.
The daily management and assessment of special post teachers are mainly undertaken by the school and the education administrative department of Shegang County. At the end of each year, each post-setting school should conduct a comprehensive assessment of the political and ideological performance and work of the special post teachers in the school, evaluate the grades of assessment, report them to the county-level education administrative department for examination and deposit them in their work files.
