Implementation scheme of improving safety production management in petroleum enterprises
According to the overall arrangement of the management promotion activities of the group company, combined with the safety production practice, in order to solve the outstanding problems affecting safety production and promote the continuous improvement of safety production management, the implementation plan of safety production management promotion is formulated around six aspects: contractor safety management, HSE "three simultaneities" management, weak links and common problems rectification management, environmental protection management, standardized operation management promotion of warehouses and stations, and maintenance management promotion. The content is as follows:

I. Improvement of Contractor's Safety Management

(1) Current situation and problems.

In recent years, safety accidents of contractors (including subcontractors, restructuring projects and inspection and maintenance units) have occurred from time to time, and the safety management of contractors is facing a severe situation. There are five main reasons for the frequent accidents of contractors: First, some units still do not attach importance to the safety management of contractors, and the daily management standards are not high and the requirements are not strict. To a certain extent, there is still the understanding that "the accident of the contractor is someone else's business", and the measures to strengthen the safety management of the contractor have not been studied and formulated in combination with the actual situation of the enterprise, and the requirements of the headquarters have not been truly implemented. Second, the implementation of the system is not strict, and security measures are not implemented. Safety management regulations such as hot work, temporary electricity consumption and aerial work are not implemented seriously, and the implementation of safety measures in direct operation is generally not paid enough attention. "Three violations" happen from time to time, and even accidents happen from time to time. Third, on-site supervision is not strict, and on-site supervision is a mere formality. On the one hand, the owner's supervision on the construction site is lax, mainly relying on the contractor's independent management; On the other hand, the contractor's own management level is not high, the requirements are not strict, and the site supervision is out of control, which leads to the site supervision going through the motions and becoming a mere formality. Fourth, there are serious loopholes in management. If the construction plan is not perfect, the safety measures are not in place, the audit responsibility is not implemented and the control is not strict. Fifth, there is still a gap in the management of the subcontracting team by the general contractor. Some subcontractors have weak self-management ability, weak safety awareness of employees, no awareness of work hazards and risks, and great randomness in work. The phenomenon of illegal and risky operations still exists, and the safety risks cannot be effectively controlled.

(2) Manage the promotion objectives.

1. Short-term goals. Standardize the management of participating contractors, supervisors and construction teams. Establish shortlisted qualification, contractor HSE credit evaluation system and reward and punishment system, and HSE contractor information management system to ensure contractor access. Implement classified and graded management for contractors. Gradually implement the "double certificates" system for project-level management personnel of contractors (i.e. qualification certificates issued by government departments and HSE training certificates issued by provincial companies).

2. Long-term goals. Establish and improve the contractor access mechanism in 3-4 years; Establish the contractor's safety education and training system, and fully implement the "double certificates" system; Through careful cultivation, a team of strategic contractors and main contractors with strong combat effectiveness will be formed, and contractors will be brought into the HSE management system of China Petrochemical Company, with unified management, standards and requirements.

(3) Management improvement measures.

The improvement of contractor's safety management is a long-term work, which should be incorporated into the daily management business of corresponding departments according to the principles of "who is in charge and who is responsible" and "who is introduced and who is responsible". A contractor safety management improvement working group was set up at the provincial company level, led by the Development Planning Department, with safety supervision and management department, zero management center, pipeline construction project department, physical assets department and comprehensive office as members.

1. Establish contractor's HSE credit evaluation system and reward and punishment system, and strictly control access. Combined with the contractor resource database of the Development Planning Department and the contractor's market credit system, the contractors are ranked, re-evaluated and audited in terms of technical quality, construction qualification, construction equipment and facilities, HSE management system, HSE performance and other aspects according to the Measures for Contractor's HSE Credit Evaluation and Reward and Punishment and the Measures for Contractor's Safety Supervision and Management of Hunan Petroleum Branch. , so as to further improve the shortlisted units, regular assessment and evaluation, the last elimination, safety and environmental protection one-vote veto and other mechanisms. According to the principle of "whoever chooses will be responsible", the selected contractors will be evaluated after the post-evaluation, and those who fail to meet the requirements and have accidents will be jointly and severally liable and included in the assessment. After the contractor's HSE credit evaluation method and reward and punishment regulations are formulated and implemented, the safety supervision and management office will coordinate with the internal control office to strengthen the contractor's HSE credit evaluation management by means of internal control management. In the "internal control management" of enterprises, the content of contractor's HSE credit evaluation is added, and the risk control points, control measures and responsible persons are determined to ensure that the contractor's HSE credit evaluation is carried out according to the process. Development Planning Department, Pipeline Project Department (credit evaluation of pipeline construction project contractors) and Safety Supervision and Management Office are responsible for this work.

2. Strengthen the training of strategic contractors and implement classified management.

The first is to implement classified management. Contractors are divided into strategic cooperative contractors, main contractors and general contractors. According to the characteristics of contractors' categories, the corresponding rating standards are formulated respectively, and the conditions such as "team qualification, HSE performance, personnel quality and site management" are comprehensively considered, and all kinds of contractors are quantitatively graded, and the qualifications are issued according to three grades: A, B and C, and differentiated management is implemented in terms of market share and contract price, which embodies the principle of high quality and good price and survival of the fittest, so as to achieve the purpose of cultivating strategic contractors and forming a long-term cooperation mechanism for contractors.

The second is to implement hierarchical management. Implement different management measures for the above three types of contractors. For strategic cooperative contractors, we should strengthen the cultivation from the level of group companies, strictly control market access, strengthen performance evaluation, implement "blacklist" and last elimination management, manage general contractors like our own enterprises, strengthen owner process supervision, and reduce the number of general contractors. On the basis of 20 12 this year, the number of general contractors has decreased by 20%. This work is led by the Development Planning Department and coordinated by the Safety Supervision and Management Department.

3. Strengthen the application of information technology and improve the supervision level of contractors. Led by the Development Planning Department, the relevant information of the contractor team will be gradually introduced into the HSE management information system of the group company from 20 13, so as to monitor the information of contractor qualification audit, personnel qualification certification, safety education and training, process supervision (problems and rectification, project performance evaluation, annual review and contractor blacklist) at any time.

4. Strengthen education and training, and urge contractors to establish the same value orientation as China Petrochemical. In the first half of 20 13, each unit carried out the compilation of contractor training materials in combination with the actual situation. Development Planning Department and Safety Supervision and Management Department are responsible for organizing training courses for contractors' project managers, improving the HSE management level at the project level, and gradually implementing the system of "double certificates for contractors' project managers".

5. Incorporate the contractor into the HSE management system of China Petrochemical Company, with unified management, standards and requirements. Arrange experienced personnel to regularly participate in safety meetings and activities such as shift operation risk identification, so that contractors can be familiar with and understand the enterprise safety management system and safety management requirements through various channels, consciously integrate into the HSE management system of China Petrochemical Company, work according to the same system, management and standard, and strengthen the supervision and management of contractors. The unified management of contractors by each unit should be included in the annual HSE inspection, and the accident management of contractors should be strengthened. From 20/kloc to 0/3, the contractor's accidents are treated and evaluated according to the internal accidents of the enterprise.

6. Implement accountability system. The safety supervision and management office takes the lead, and the development planning office cooperates with other departments to carry out the safety supervision and inspection of the contractor's engineering construction and equipment inspection and maintenance projects in combination with the annual equipment inspection and HSE inspection. The inspection situation should be included in the annual selection of advanced units, and the units that violate laws and regulations and have major loopholes in management will be seriously investigated for responsibility.

Second, the promotion of HSE "three simultaneities" management of construction projects

(1) Current situation and problems.

In recent two years, national laws and regulations on HSE of construction projects have been issued frequently, which puts forward new requirements for HSE "three simultaneities" management of construction projects. The State Administration of Work Safety has revised the Measures for the Implementation of Safety Permit for Dangerous Chemicals Construction Projects (Order No.8), and the original Order 18 will be revised in the near future. 20 1 1, 12,31the law on the prevention and control of occupational diseases was revised and implemented, and on April 27th, 20 12, the Interim Measures for Occupational Health Supervision and Management of Construction Projects (Order No.565438 of the General Administration +0) and other five departmental regulations were promulgated. The Ministry of Environmental Protection has also put forward new and higher requirements for environmental risk management and total pollutant management of construction projects in hazardous chemicals industry. From the perspective of HSE management of construction projects in China, there are also some outstanding problems that need to be further improved. First of all, there are still many violations of HSE "three simultaneities" procedures. Some construction projects were built or even put into production without approval, and the change procedures were not fulfilled. Second, the HSE "three simultaneities" measures of some newly started projects are not implemented, resulting in new debts.

(2) Manage the promotion objectives.

1. Short-term goals. Further speed up the standardized management of the "three simultaneities" of construction projects, focus on solving the problems left over by the "three simultaneities" of the group company projects, and require all relevant units to sort out the problem of "unapproved construction" of their own construction projects as soon as possible, study solutions on special topics, supplement relevant procedures, and strive to pay off old debts within 1-2 years. At the same time, strengthen the "safety and environmental protection management" of new projects, strictly follow the procedures, and prohibit new "unapproved construction" incidents. 20 13 combined with the informatization construction of HSE management of the group company, the "three simultaneities" management informatization system of the construction project runs well and realizes dynamic management.

2. Long-term goals. By the end of the Twelfth Five-Year Plan, the historical debts of "Three Simultaneities" will be paid off, the implementation rate of "Three Simultaneities" of construction projects will reach 100%, and the management of "Three Simultaneities" of construction projects will be standardized, standardized and informationized.

(3) Management improvement measures.

1. Improve the system.

First, the Office of Safety Supervision and Management will take the lead in strictly implementing the Measures for Safety Supervision and Management of Hazardous Chemicals Construction Projects (Order No.45 of the State Administration of Work Safety), the new requirements and changes of safety license for construction projects, and the newly revised Implementation Rules for "Three simultaneities" management of labor safety in China Petrochemical Construction Projects, highlighting the internal audit and declaration procedures of projects, ensuring that construction projects can strictly fulfill the national construction approval procedures and meet the requirements of relevant national laws, regulations and norms.

Second, the Safety Supervision and Management Office took the lead, combined with the requirements of relevant documents of the Ministry of Environmental Protection, and formulated and issued relevant implementation rules according to the Detailed Rules for Environmental Protection Management of China Petrochemical Construction Project and the Technical Specification for Environmental Supervision of China Petrochemical Construction Project, so as to further clarify the responsibilities and work requirements of development planning, safety supervision and management departments and project construction units in the "three simultaneities" management. The development planning department should strengthen the efforts of "identifying and avoiding environmental risks in the process of project layout and site selection", and may not approve the feasibility study report before the project passes the EIA approval. Strictly supervise the implementation of environmental protection requirements for the design, construction, production preparation, trial production and completion acceptance of construction projects, and verify that the construction unit has obtained the EIA approval before the project construction.

Third, led by the Safety Supervision and Management Office, according to the Law on the Prevention and Control of Occupational Diseases and the Interim Measures for the Supervision and Management of Occupational Health in Construction Projects of the State Administration of Work Safety, combined with the Detailed Rules for the Implementation of Occupational Health in China Petrochemical Construction Projects of the Group Company, and in accordance with the principle of hierarchical management, the development planning, materials and equipment, scientific and technological development, information management, safety and environmental protection and other relevant departments are clearly defined in the occupational health management of construction projects. The provincial company is responsible for the filing, review, inspection and completion acceptance of the projects supervised by the provincial safety supervision department; All grass-roots units are responsible for the construction, operation and maintenance of facilities for prevention and control of occupational hazards, and give full play to the health protection function of employees.

2. Standardize procedures.

(1) Standardize and optimize the "three simultaneities" management process of construction project safety. Further implement the safety responsibilities of relevant parties. In all stages of the "three simultaneities" safety permit, safety facility design, trial production preparation and safety facility completion acceptance of construction projects, the safety permit and safety facility completion acceptance shall be mainly supervised. For construction projects reported at or above the provincial level, all units shall conduct internal audit on the reported materials before reporting the safety license and safety facilities for completion and acceptance, and then report them to the national or local government safety authorities; Procedures for reporting and notifying the design of safety facilities and preparation for trial production. The key supervision and construction projects determined by the provincial company every year shall be reported to the progress of their safety licenses in various stages to inform the supervision and management. The safety supervision and management office cooperates with the internal control office to strengthen the "three simultaneities" management of safety by means of internal control management. Add the content of "three simultaneities" in the "internal control management", determine the risk control points, control measures and responsible persons, and ensure that the "three simultaneities" management of construction projects is implemented according to the process.

(2) Implement the whole process environmental supervision of construction projects, standardize and optimize the management process of construction projects. First, strengthen the pre-evaluation of site selection environment, and carry out the pre-evaluation of project site selection environment feasibility at the stage of compiling project proposal (pre-feasibility study). Pre-evaluation of project site selection is considered from the aspects of project site selection (route selection and layout), overall planning of river basin and city, land use planning, environmental and ecological function zoning, health protection distance standard and so on. The second is to strengthen the internal audit of the EIA report. For key construction projects submitted to the provincial level for examination and approval, the security department shall, jointly with relevant departments, organize experts and local governments to conduct internal audit of environmental impact reports, improve the quality of environmental impact assessment reports, and strive to reduce or eliminate the environmental impact of construction projects; At the same time, it is necessary to check and supervise the implementation of relevant preconditions, ensure compliance with the declaration conditions, strengthen coordination and communication, and lay the foundation for the smooth approval of the state. The third is to carry out environmental supervision in the construction process. All construction units shall, in accordance with the requirements of EIA approval, timely entrust corresponding institutions to carry out environmental supervision, ensure the implementation of various environmental protection measures in design and construction, and urge the construction units to declare the EIA report after major changes in time. The environmental supervision report is one of the important bases for the environmental protection department to conduct trial production review and environmental protection acceptance in the future. The fourth is to focus on solving the problems left over from the "three simultaneities" of construction projects. In view of the problem that the health protection distance affects the implementation of the "three simultaneities" policy of construction projects by enterprises, the safety supervision and management department will take the lead in investigating the present situation of the health protection distance of reservoirs and stations, complete the investigation report on the health protection distance, and study and formulate solutions together with the development planning department. The safety supervision and management office takes the lead in coordinating the internal control office and strictly controls the internal control. The basic design can only be approved after the environmental impact assessment of the construction project is approved, and the commencement report can not be approved without the approval of the environmental impact assessment. Determine the risk control measures and responsible persons to ensure that there is no problem of "building before approving".

(3) Standardize and optimize the "three simultaneities" management process of occupational health in construction projects. According to the classification catalogue of occupational hazards, the construction projects with occupational hazards must strictly implement the "three simultaneities" management procedures and implement classified management according to the severity of occupational hazards. The pre-evaluation report on occupational hazards of general occupational hazard construction projects shall be filed with the safety production supervision and management department; Occupational disease prevention facilities shall be completed and accepted by the construction unit itself, and reported to the safety production supervision and management department for the record after passing the acceptance; The pre-evaluation report on occupational hazards of construction projects with serious occupational hazards shall be submitted to the safety production supervision and management department for review; After the completion of the occupational disease prevention facilities, the safety production supervision and management department shall organize the acceptance; The pre-evaluation report on occupational hazards of construction projects with serious occupational hazards shall be submitted to the safety production supervision and management department for review; The design of occupational disease prevention facilities shall be reported to the safety production supervision and management department for review; After the completion of the occupational disease prevention facilities, the safety production supervision and management department shall organize the acceptance. The safety supervision and management office coordinates the internal control office, uses internal control management means to increase the contents of "three simultaneities" of occupational health in construction projects, determines risk control points, control measures and responsible persons, ensures the implementation of "three simultaneities" management of construction projects according to the process, and strengthens the "three simultaneities" management of occupational health.

3. Informatization improvement. According to the promotion of the HSE management information system of the group company, the "three simultaneities" reporting procedure of safety, environmental protection and occupational health was fully started as required, and relevant information was introduced into the HSE management information system of the group company, and a quarterly reporting system was gradually formed in the system. Find all kinds of problems in time to ensure that there will be no new problems of "building without approval" and "trying for a long time without inspection". Ensure that information such as safety, environmental protection, occupational health pre-evaluation and special completion acceptance are under monitoring at any time.

4. Strengthen communication. (1) led by the safety supervision and management office, continue to strengthen communication and coordination with government departments and strive for policy support from relevant government departments. (2) The Development Planning Department takes the lead in coordinating relevant departments, and fully combines national and local construction plans in planning and development, so as to coordinate the overall development layout, structure and scale with the local industrial development planning and environmental function zoning where the enterprise is located; Work with the local government to study the countermeasures of residents' relocation within the health protection distance, solve the existing "three simultaneities" problem of environmental protection, help enterprises develop and realize enterprise prosperity. (3) Led by the Safety Supervision and Management Office, continuously strengthen communication and coordination with government departments, and strive for policy support from relevant government departments. Make full use of the occupational health technical service institutions in the system and do a good job in the "three simultaneities" technical service of occupational health.

5. Implement the accountability system. The Development Planning Department takes the lead and the safety supervision and management departments cooperate to establish the "three simultaneities" accountability mechanism for HSE of construction projects. Timely organize the inspection of the implementation of the "three simultaneities" of construction projects, regard the implementation of the "three simultaneities" of construction projects as one of the important factors in the annual selection of advanced units, and strictly investigate the responsibility of units that do not handle and implement the "three simultaneities" policy of construction projects according to regulations.

The third is to rectify and manage the weak links and common problems in the warehouse station.

(A) the status quo and problems

In many HSE inspections, it is found that some units are only limited to rectifying the problems found, and the rectification efforts are not strong. Similar problems in warehouses and stations have been repeatedly investigated and committed, and "three violations" have been repeatedly banned. Low level, old problems and bad habits still exist. For example, lightning protection and anti-static grounding facilities are not standardized, oil tanks and valves are corroded, distribution cabinets and cables are aging, and wooden doors in distribution rooms are many problems. The phenomenon of "three violations" such as using mobile phones, not wearing anti-static overalls, and violating the operating rules for oil receiving and dispatching operations has been repeatedly banned; Problems such as unsound basic work, lax management and inadequate equipment maintenance are widespread.

(B) Management promotion objectives

By analogy, strengthen the rectification of weak links and repetitive problems, further improve the inspection effect, and ensure that rectification and preventive measures are in place.

(3) Management promotion measures

1. Establish an investigation and rectification mechanism. Carry out comprehensive self-inspection and establish a database of hidden dangers and problems in the depot. Check once every six months to update the database of hidden dangers and problems in the car factory. Sort out the hidden dangers, further clarify the rectification objectives, carry out special rectification activities, focus on rectifying weak links and common problems such as warehouses and stations, and ensure timely rectification of problems.

2. Clear rectification objectives and responsibilities, and carry out rectification within a time limit. Led by the safety supervision and management office, with the participation of retail centers and other departments, the batch rectification plan is compiled and the principle of "four decisions" is implemented. After each inspection, the sorted problems will be sent to each unit, and the responsible person, rectification measures and rectification period will be determined. Complete the rectification within the specified time limit and feed back the rectification to the provincial company.

3. Strengthen supervision and assessment. After each rectification activity, the safety supervision and management office takes the lead in organizing relevant departments to conduct spot checks on the implementation of each unit and report the inspection. According to the letter of responsibility signed at the beginning of the year, we will increase the weight of assessment and conduct strict assessment on units that are not in place.

Fourth, improve environmental management.

(A) the status quo and problems

In recent years, the environmental supervision of governments at all levels has gradually increased, and the public's awareness of environmental protection has gradually increased. There are some environmental problems in the library station, and the environmental pressure is increasing. Mainly manifested in four aspects: First, there are many problems in environmental protection equipment and facilities. If some oil depots are not equipped with sewage treatment systems or the systems cannot operate normally, some oily sewage from water stations will be directly discharged, which will cause great environmental risks (water pollution). The cleaning and shunting systems of some oil depots do not meet the requirements of oil depot design specifications. Second, the basic management of environmental protection is weak. If the relevant environmental protection system is not perfect and the standards are not clear; There are few people in environmental protection posts, lack of professional skills, and no professional testing tools for environmental protection, so it is impossible to detect relevant environmental indicators. Third, the standards and equipment of environmental emergency materials are not uniform, especially the oil depot of water transport terminal. Fourth, oil and gas recovery does not meet the relevant national requirements. At present, the management of oil and gas recovery in relevant oil depots and gas stations has not been fully carried out, which is far from the relevant requirements.

(B) Management promotion objectives

1. Short-term goals. Establish and improve the environmental protection system, clarify environmental protection standards, increase publicity, education and training, gradually solve environmental risks and legacy problems, and avoid environmental safety accidents.

2. Long-term goals. It will take 3-5 years to build a professional environmental protection team, solve the hidden dangers of environmental safety, ensure that the operation meets the requirements of national environmental protection laws and regulations, adhere to the green development goal, and build into a resource-saving and environment-friendly enterprise.

(3) Management promotion measures

1. Establish and improve the system. (1) The provincial company further clarified the responsibilities of the functional departments and units such as the Ministry of Environmental Protection and the Ministry of Development Planning, and put forward the management objectives, regulations and supervision and inspection requirements of environmental protection work. (2) The Safety Supervision and Management Office takes the lead in organizing relevant departments and experts to formulate rules, regulations and standards for environmental protection management of provincial companies, establish environmental protection learning, training and education and assessment management ledgers, and realize standardization and standardized management of environmental protection work. This work was completed in the first half of the year.

2. Strengthen publicity and training. All units should strengthen environmental protection publicity in all directions, improve employees' awareness of environmental protection and create a good working atmosphere for environmental protection. At the same time, environmental training will be included in the annual training plan of enterprises, and daily environmental education and training will be carried out through various forms and channels.

3. Increase investment in environmental protection. In view of the congenital deficiency of environmental protection infrastructure, arrange special funds for environmental protection, formulate rectification plans, clarify the rectification period and responsible person, and gradually solve environmental safety hazards according to priorities. At the same time, speed up the progress of oil and gas recovery and management, increase the allocation and renewal of environmental emergency materials, and improve the ability of environmental protection.

4. Strengthen supervision and assessment. The safety supervision and management office will coordinate the internal control office, use internal control management means, and strengthen the assessment of environmental protection work. In the internal control management, the content of environmental protection management has been added, and the risk control points, control measures and responsible persons have been determined. Improve the accountability mechanism of environmental protection management in the first half of the year, take timely inspection as an important part of HSE inspection, and include the inspection in the annual assessment scope.

At present, there are some problems in oil depots and gas stations, such as imperfect work instructions and unclear approval procedures. The operator's operation is not standardized, and the on-site supervision is not in place, which is prone to accidents such as oil spill and oil mixing.

(B) Management promotion objectives

Improve the operating instructions for oil receiving and dispatching in oil depots and gas stations, clarify the operation process and approval procedures, strengthen the inspection and supervision on the job site, improve the operating skills of operators, realize standardized management, form a long-term management mechanism, and fundamentally put an end to oil receiving and dispatching accidents.

(3) Management promotion measures

1. Improve the operating instructions of warehouses and workstations. Provincial companies organize relevant personnel to improve all kinds of work instruction templates for warehouses and stations. Each unit is responsible for the improvement of all kinds of work instructions in warehouses and stations, and standardizing the work flow. The improvement of the oil depot operation instruction is supervised by the safety supervision and management office, and the gas station operation instruction is supervised by the retail center.

2. Strengthen basic training and improve operational skills. Strengthen basic skills training in the form of knowledge contest, job training and skill competition, make full use of DV short films recorded by standardized operation of major operations in the warehouse and station, train employees in multiple levels, channels and forms, promote the continuous improvement of technical quality of employees in the warehouse and station, and standardize operational behavior.

3. Strengthen inspection and implement accountability. Led by the safety supervision and management office, the organization will crack down on "three violations" activities, strictly implement the safety production ban and various rules and regulations, and put an end to "three violations".

Improvement of intransitive verb inspection and maintenance management

(A) the status quo and problems

With the renewal of equipment, the scientific and technological content and automation level of quantitative oil delivery control system, level gauge system, monitoring system, fire alarm system, electric valve and other equipment are constantly improving, and the professional knowledge of maintenance personnel is increasingly demanding. Mainly manifested in three aspects: First, there are few maintenance personnel and weak professional skills, especially those who know instruments, equipment and automation technology, and the daily maintenance of warehouse equipment is not in place. Second, the management of inspection and maintenance work is not standardized, and the identification of dangerous sources is not carried out seriously. The examination and approval of working tickets such as hot work and temporary electricity consumption is not strict, and the work is not carried out according to the equipment maintenance regulations. 1. Strengthen the construction of maintenance team. The Human Resources Department, the Safety Supervision Department and the Retail Management Department investigate the maintenance teams of oil depots and gas stations of local companies, formulate corresponding plans, and introduce experienced maintenance personnel with professional knowledge of instruments, electrical equipment and technology to the parking lot, so as to further improve the strength of the maintenance team and do a good job in the daily maintenance of the parking lot equipment.

2. Strengthen equipment professional knowledge training. Safety supervision and management departments and retail management departments should cooperate closely, do a good job in the education and training of maintenance personnel's professional knowledge of equipment maintenance, organize electricians and welders to take the national skill examination, and obtain corresponding certificates. Further improve the maintenance procedures of the equipment in the warehouse and station, standardize the inspection and maintenance operations, strictly examine and approve the work tickets such as hot work and temporary electricity use, and implement safety precautions.

3. Strengthen the management of outsourcing maintenance team. The management requirements of the outsourcing inspection and maintenance team shall be implemented according to the requirements of the contractor's safety management improvement work.
