Article 2 The term "old revolutionary base areas" as mentioned in these Regulations refers to the old revolutionary base areas established and developed under the leadership of the * * * Production Party of China during the Second Revolutionary Civil War and the War of Resistance against Japanese Aggression period. The specific list of the old revolutionary base areas and key support objects in this province shall be determined and published by the provincial people's government in accordance with the standards prescribed by the state. Article 3 To promote the development of old revolutionary base areas, we should adhere to government leadership, departmental assistance, social participation and self-development, combine overall planning with highlighting key points, combine industrial development with infrastructure construction, combine economic development with ecological civilization construction, combine policy support with multi-social input, and combine multi-party assistance with self-reliance. Article 4 The provincial people's government and the people's government at the city (state) or county level where the old revolutionary base areas are located shall incorporate the development of the old revolutionary base areas into the national economic and social development plans and annual plans, formulate preferential policies, increase investment, integrate resources, and organize and mobilize all forces to support the development of the old revolutionary base areas. Fifth people's governments at or above the county level shall be responsible for the organization and coordination of the development of old revolutionary base areas within their respective administrative areas; The relevant departments shall, in accordance with their respective responsibilities, do a good job in supporting the old revolutionary base areas in their own departments and industries. Sixth support the old revolutionary base areas to deepen reform and open wider to the outside world, use the market mechanism, introduce market entities, projects and funds, and promote the development of the old revolutionary base areas.

The old revolutionary base areas should rely on the people, persist in self-reliance and hard struggle, give play to their own advantages and potentials, and enhance their self-development ability. Article 8 Units and individuals that have made outstanding contributions to the development of the old revolutionary base areas shall be commended and rewarded by the people's governments at or above the county level. Chapter II Planning and Implementation Article 9 The provincial people's government shall formulate the development plan for the old revolutionary base areas, and determine the development goals, work priorities, promotion steps and safeguard measures for the old revolutionary base areas.

The development planning of the old revolutionary base areas should proceed from reality, link up with the national and provincial development plans and strategies, meet the requirements of the planning of the main functional areas, respect the wishes of the people in the old revolutionary base areas, and reflect the characteristics of the old revolutionary base areas. The planning content should cover human resources development, infrastructure construction, pillar and characteristic industry cultivation, social undertakings development, ecological environment protection, people's livelihood improvement and social security construction.

The development plan of the old revolutionary base areas is compiled by means of government organization, departmental cooperation and public participation; It shall not be changed without legal procedures. Tenth, speed up the infrastructure construction in the old revolutionary base areas and build a well-functioning infrastructure system. Promote the traffic construction in the old revolutionary base areas, strengthen the upgrading and transformation of county and rural roads, improve the subsidy standards for county and rural road construction and road management and maintenance, develop rural public transportation and passenger transport, and strengthen traffic safety management. We will implement basic farmland facilities construction, small watershed management, soil and water conservation and natural forest protection projects, strengthen infrastructure construction such as energy, communications, radio and television, and enhance the supporting force for the revitalization and development of old revolutionary areas. Increase the income of residents in the old revolutionary base areas, and the growth rate should be higher than the provincial average. Strengthen the investment in education in the old revolutionary base areas, optimize the allocation of educational resources, promote the informationization and modernization of education in the old revolutionary base areas, improve the conditions for running schools in the old revolutionary base areas, and develop vocational and technical education and various technical trainings. Strengthen the living security of teachers in remote and hard areas, improve the living conditions of boarding students in primary and secondary schools, raise the living allowance standard for students with financial difficulties in families, and implement the nutrition improvement plan for primary and secondary school students. Make a directional enrollment plan for the old revolutionary areas in the college entrance examination to ensure that students in the old revolutionary areas have a fair opportunity to receive quality education.

Promote the construction and maintenance of public facilities such as libraries, cultural centers and stadiums in old revolutionary counties (cities), and support the construction of township cultural stations and mass fitness facilities.

Improve the new rural cooperative medical system, improve the rural medical and health service system, improve the conditions of county-level medical and health institutions and rural health centers (rooms) in the old revolutionary base areas, provide high-quality population and family planning services, and enhance the ability to guarantee health services and prevent and control major diseases and frequently-occurring diseases.

Improve the public service platform of human resources in the old revolutionary base areas, provide employment information, policy guidance, rights protection and other services, and support employment funds to tilt to the old revolutionary base areas. Thirteenth improve the social security system in the old revolutionary base areas connected with the rural poverty alleviation system, and give assistance to people who are poor due to disasters and illness.

Ecological construction and environmental protection should be included in the scope of assessment and evaluation of the development goals of the old revolutionary base areas.
