From 1980 to 1989, the Zhejiang provincial government planned to establish Zhejiang Institute of Physical Education twice, one of which was led by Vice Governor Xue Ju. However, due to various reasons, the dream of establishing Zhejiang Institute of Physical Education has not come true. After 1990, especially since 2000, Zhejiang's economy and culture have developed rapidly in an all-round way, and the level of competitive sports ranks among the top in the country. In the 9th National Games of 200 1, Zhejiang Province entered the top ten in both the number of gold medals and the total score, and entered the second group in China. In the 10th National Games in 2005, the total number of gold medals ranked 6th in China, and the total team score 129 1 8th in China, all of which entered the top eight in China for the first time, setting a new record for the number of gold medals, medals and total team scores since Zhejiang participated in the National Games. At the same time, Zhejiang Province is one of only two provinces that have won gold medals for six consecutive years since China resumed its participation in the Olympic Games on 1984. Especially in the 28th Olympic Games in 2004, it won four gold medals, 1 silver medal and 1 bronze medal, ranking third in the country in terms of gold medals.
At the end of 2003, Zhejiang Sports Bureau asked the provincial government to establish Zhejiang Institute of Physical Education, in order to meet the requirements of Zhejiang Province to realize a strong province of education and sports, build a strong province of culture and realize the goal of sports modernization ahead of schedule. In March 2004, the provincial government approved the establishment of Zhejiang Institute of Physical Education. In August 2004, Zhejiang Staff Sports Technical College, Zhejiang Sports School and Xiaoshan Sports Training Base of Zhejiang Sports Bureau merged to form Zhejiang Sports Institute (to be established). After the 10th National Games in 2005, Zhejiang Sports Bureau took advantage of the trend and merged three training units, namely, Zhejiang No.1 Sports Training Team, Zhejiang No.2 Sports Training Team and Zhejiang Track and Field Management Center, into the college. In April 2006, the college welcomed and basically passed the formal inspection and evaluation of the establishment of the school by the expert group of the Provincial College Evaluation Committee. In July 2006, with the approval of the provincial government, Zhejiang Institute of Physical Education, which integrates training, teaching and scientific research, was formally established.
