Judging from the existing cadastral management information system software, most of them are single management software, that is, rural cadastral management is separated from urban cadastral management and has independent systems and data, while rural and urban cadastral management is managed by land and resources management departments. In many places, especially in the urban-rural fringe, the boundary between urban and rural areas is not obvious. With the acceleration of the process of urban-rural integration, it brings a lot of inconvenience to land registration, statistics, summary and comprehensive analysis in land management, and is not conducive to the update of basic databases such as land use planning, construction land management, mineral resources management and cadastral data. From the current urban cadastral management and rural land use status management model, there are many similarities or similarities in ownership management, land statistics and analysis, but urban cadastral management pays more attention to ownership management, while in urban land use status management and land statistics, the current rural land use status management model is more reasonable and can better reflect the urban land use situation. In many years of informatization practice, the author deeply realized that it is very necessary to establish a cadastral management information system integrating urban and rural areas after the implementation of the new land classification system. Unify the software, data structure and organization management mode of urban and rural cadastral management information system to ensure the necessary data foundation for land use control.
Second, the basic idea and feasibility of establishing urban-rural integrated cadastral management information system
