This phenomenon does exist, generally due to the following reasons:
First, there is a gap between the number of authorized personnel and the number of authorized personnel required by the school.
The establishment of a school is generally approved according to the number of students. For example, the basic establishment of a primary school is approved according to the teacher-student ratio 1: 19. There are strict rules and procedures for the examination and approval of the preparation, and the general school only approves it once every two or three years. If we fail to foresee the sharp increase in the number of students in the future, such as the sudden increase in the number of children of migrant workers coming to urban primary schools, then the original approved number of teachers is not enough. Even if teachers are recruited according to the original approved establishment, there will still be a shortage of teachers.
Second, some teachers are seconded to other departments.
Some places have a large number of teachers, among whom there must be people with high academic qualifications and strong ability. For example, teachers who study Chinese are generally strong in writing, and some government departments need talents to write materials. Secondment from the teaching staff is a good idea. As a result, some teachers are seconded to government departments. However, because teachers are career-oriented and can't be directly transferred to the government, they can only use the method of borrowing, that is to say, they are prepared by the school, and their wages and benefits are still in the school, but people work in the government. I can't come to school because I used the establishment of the school. In this case, there will also be a shortage of teachers.
Third, some teachers have fewer class hours.
In schools, some teachers have reduced their class hours and some even stopped attending classes after taking up administrative posts such as principals and vice-principals. Nowadays, schools tend to be more administrative, with more administrative work, more teachers engaged in administrative work and some teachers want to engage in administrative work. Then these classes that can't be taken because of administrative work need new teachers. Although it is full at this time, there is still a shortage of teachers.
In addition, some teachers who have obtained associate senior titles have the idea of not attending classes. Because the titles have been obtained, their salaries have gone up, and there is no hope of further increase. If you can relax, you can relax, and your salary will not be less if you don't attend classes. As a result, some teachers with high professional titles apply for less classes or engage in administrative work without classes on the grounds of being old, in poor health and giving more exercise to young people. At this time, they need teachers to make up for the lessons they missed. In this case, teachers are also lacking.
Fourth, the Education Bureau and its subordinate institutions borrow teachers.
The Education Bureau and its subordinate institutions are not well established. When the workload is heavy, there will be a shortage of manpower, or for other reasons, we will try to borrow manpower from the school to work. The bureau will borrow it, the teaching and research section will borrow it, the teacher training center will borrow it, and other institutions under the Education Bureau will also borrow it. These people are borrowed from the education system, and they have not left the education system, and the school is not easy to refuse. This kind of borrowing is generally ignored by the human resources department and the preparation department, and it is useless for the school to reflect to these departments. In this case, people are borrowed, and classes are still needed. Naturally, there is a lack of teachers.
Fifth, the subject structure of teachers is unreasonable.
There are enough teachers, and so are the teachers. Teachers' subject structure is unreasonable. For example, there are many Chinese and math teachers, which exceeds the number of teachers needed. The arrangement of music, physical education and art teachers is not enough to meet the teaching needs. At this time, in order to complete the prescribed teaching tasks, there will be a shortage of teachers in music, sports and beauty.
The above is my personal opinion. Please criticize and correct me.
