The maximum speed of expressway shall not exceed 120km, and the minimum speed shall not be less than 60km. The road traffic safety management of urban expressway shall be implemented with reference to the provisions of this section. Fuzhou Third Ring Road is an urban expressway, which can be designed with reference to the specified speed.

Third Ring Road Phase I Project
The first phase of the Third Ring Road starts from Tang Hong Bridge and ends at Bay Bridge, with a total length of 8.2 kilometers and a road width of 65 meters. The road grade is urban expressway, which has been completed and opened to traffic.
Third Ring Road Phase II Project
The second phase of the Third Ring Road starts from the Bay Bridge and ends at Linpu Bridge and Nanjiangbin Avenue, with a total length of 1 1.6 km and a road width of 79 meters. Construction started in August 2008, and the section from Bay Bridge to Fuxia was opened to traffic on the 20th10 National Day. The section from Fuxia Road to Linpu Bridge is under construction. Linpu bridge
