Regulations of Guangzhou Municipality on the Administration of Urban Greening
Chapter I General Provisions Article 1 In order to develop urban greening, strengthen urban environmental construction, protect and improve the ecological environment, and improve the physical and mental health of citizens, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Urban Greening and relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations must be implemented in the planning, construction, protection and management of urban greening such as trees and flowers within the urban area of this Municipality. Article 3 People's governments at all levels shall take urban construction as an integral part of urban infrastructure and ecological environment construction and bring it into the national economic and social development plan; Mobilize the whole people to participate in voluntary tree planting, strengthen scientific research on urban greening, and commend and reward units and individuals that have made remarkable achievements in urban greening. Article 4 All units and citizens who have the ability to work within the urban area of this Municipality shall fulfill the obligation of planting trees or other greening by the whole people in accordance with the law, and have the right to stop, report and accuse acts that undermine urban greening. Article 5 The administrative department in charge of urban greening in Guangzhou shall be responsible for urban greening in urban areas and organize the implementation of these Regulations.

The urban greening management department and the people's government of the town under the jurisdiction of the city shall be responsible for the urban greening work within their respective jurisdictions in accordance with the functions and powers stipulated in these regulations, and be led by the municipal urban greening administrative department in business.

Urban planning. The administrative departments of land, planning, municipal administration, forestry, public security, transportation, environmental protection, city appearance and environmental sanitation, industry and commerce shall, in accordance with their respective functions and duties, cooperate with the municipal administrative department of urban greening to implement these regulations. Chapter II Planning and Construction Article 6 The urban greening planning of Guangzhou shall be organized by the competent administrative department of urban greening and incorporated into the overall urban planning according to law.

Urban greening management departments and the people's governments of towns under their jurisdiction shall, according to urban greening planning, organize the preparation of detailed planning for zoning greening control.

The detailed planning of zoning greening control shall be examined and approved according to the following authorities:

(a) the detailed planning of the greening control of the municipal area shall, after being examined and approved by the people's government at the same level, be reported to the municipal urban greening administrative department in conjunction with the municipal urban planning administrative department for examination and approval.

If a large public building is newly built and meets the requirements of public safety, a roof garden shall be built.
