After the founding of the Ming Dynasty, Huai 'an House was set up in northern Jiangsu, governing Yang Shan (now Huai 'an City), Qinghe (now Huaiyin County, Qinghe District and Qingpu District), Anton (now Lianshui), Yancheng, Taoyuan (now Siyang City), Muyang, Haizhou (now Lianyungang City), Ganyu (now Pizhou City), Suqian and Luoning, and covering mountains. In the first year of Hongwu (1368), the magistrate Fan Zhong took Huai 'an Road as his official residence, repaired it and worked here.

Huaian is a battleground for military strategists. Zhu Yuanzhang set up four guards here (Huai 'an, Dahe, Pizhou and He Kuan, and the last two guards moved elsewhere), and the guards commanded Hou Bo to take them. Hua Yunlong, the governor of Huai' an, was awarded the title of Huai' an Hou for his work, and his power was particularly heavy. He took a fancy to Huai 'an House because it is in the middle of a city and has the pattern of an imperial city. Of course, the Huai 'an government could not beat the Duke and had to move out. In the seventh year of Hongwu (1374), Hua Yunlong was recalled from Beiping by the emperor for making good use of the forbidden objects in the Yuan Palace, and died halfway. However, the official residence has been occupied by Huai. In the third year of Hongwu (1370), Yao Bin, the new magistrate of Huai 'an, chose a site in the city. Therefore, Wu Tong Temple to the north of Shangban Street, Yuan Yi and Tanzhe Lake were selected and used as the new residence of Huai 'an House after reconstruction until the end of Qing Dynasty.

Huai 'an Mansion is the only well-preserved mansion in Jiangsu Province, and it is a municipal cultural relics protection unit in Huaiyin. The current address is Huai 'an Machinery Parts Factory Building, and some houses in the lobby, the second hall and the middle road are in urgent need of maintenance.
