At what stage has environmental protection (1997~ now) developed?
This is a very important period in the development history of environmental protection in China. During this period, China's environmental protection has undergone major reforms and adjustments in management strategy, management system, management ideas and management objectives, and environmental protection has entered a substantive stage.

First of all,1In July, 1996, the State Council held the fourth national conference on environmental protection, and made the Decision on Several Issues of Environmental Protection, which defined the cross-century environmental protection objectives, tasks and measures. We will start the total pollutant discharge control plan and the cross-century green work plan, implement the "332 1 1" plan for pollution control in three rivers, three lakes and two districts, and carry out major projects for pollution prevention and ecological protection in key cities, river basins, regions and sea areas nationwide. The meeting established the environmental strategy in the new period, and changed the strategy centered on pollution prevention into the strategy of paying equal attention to pollution prevention and ecological protection, which made China's environmental protection objectives more clear, tasks more specific, work more pragmatic and ideas more clear. At this point, China's environmental protection work has entered a new stage.

Secondly, from 1997 to 1999, the state held symposiums on population, environment and resources for three consecutive years, and put forward management mechanisms such as establishing and improving comprehensive decision-making on environment and development, increasing investment in environmental protection, strengthening public participation and supervision, unified supervision of environmental protection departments and division of responsibilities from the perspective of sustainable development strategy. At the same time, it emphasizes the implementation of local governments' environmental responsibilities according to law, and requires party and government leaders at all levels to "personally take overall responsibility" to ensure that responsibilities, inputs and measures are in place. To ensure that environmental protection departments perform unified supervision functions according to law, we should implement "grasping the big and letting the small" in management thinking, that is, through comprehensive decision-making, macro-management and industrial structure adjustment to promote and drive micro-environmental management.

Third, in the reform of state institutions from 65438 to 0998, the position of environmental protection was strengthened, and the function of environmental management was further clarified. The administrative management system changed from "compartmentalization management" to "compartmentalization combination", which strengthened the unified supervision function of environmental protection departments and made this function relatively independent.

On June 8, 2002, the State Council held the fifth national conference on environmental protection. On the basis of summarizing the experience of environmental protection during the Ninth Five-Year Plan period, the tasks and objectives of environmental protection in China in the next five years are put forward. It is pointed out that environmental protection is an important function of the government, and the whole society should be mobilized to do this work well in accordance with the requirements of the socialist market economy.

From April 17 to April 18, 2006, the sixth national environmental protection conference was held in the State Council. This meeting summed up China's environmental protection work during the Tenth Five-Year Plan period, arranged environmental protection tasks for the next five years, and asked all localities to further raise their awareness of the importance and urgency of environmental protection, put environmental protection in a more important strategic position, and put environmental protection responsibilities in place. Pay close attention to the formulation of special plans for environmental protection, further implement measures to strengthen environmental protection, establish and improve institutional mechanisms conducive to environmental protection, strengthen environmental law enforcement, improve the level of environmental protection work, and strive to create a new situation in China's environmental protection cause.

In a word, environmental protection in China has gone through more than 30 years. Six national environmental protection conferences have been held, among which the first, second and fourth conferences are three important milestones, which respectively mark the beginning of three stages of environmental protection in China, and play a connecting role in different historical periods.

Of course, China's environmental protection work is under great pressure, the situation is still grim, and many achievements have not been consolidated and developed.

1996~2000 is the implementation period of China's ninth five-year plan. During this period, China has determined the focus of pollution control work-focusing on solving environmental problems that endanger people's lives, endanger health, seriously affect landscapes and restrict economic and social development. Taking water and atmosphere as the main pollution prevention areas, focusing on three rivers (Huaihe River, Liaohe River and Haihe River) and three lakes (Taihu Lake, Dianchi Lake and Chaohu Lake), focusing on the "two control areas" of air pollution prevention (sulfur dioxide pollution control area and acid rain control area), focusing on Beijing as the urban environmental protection focus and Bohai Sea as the marine environmental protection focus. This project involves three rivers, three lakes, two districts, one city and one sea, so it is called "332 1 1" for short.
