The situation of "disorderly, excessive and free" sea area development makes the contradiction of competing for sea area space resources increasingly prominent, and disputes over sea area use continue to occur, resulting in serious loss of state-owned sea area resources and sea area resources. In order to strengthen the comprehensive management of sea area use, in 2002, the state promulgated the Law of People's Republic of China (PRC) on the Administration of Sea Area Use. With the joint efforts of coastal people's governments at all levels, the management system of sea area use has been fully implemented in China and achieved initial results.

The implementation of the management system of sea area use enables sea area users to obtain the right to use sea areas through legal channels, and establishes a clear relationship between the state and users. It not only protects the ownership of the national sea area, but also protects the legitimate rights and interests of users in the sea area.
Coastal zone is a special land unit with both land and ocean characteristics. It is the most concentrated area for human exploitation of the ocean and the most frequent area for human activities. The coastal zone concentrates the main activities of human exploitation and utilization of the ocean, including almost all marine development industries, and is the focus of contradictions. Lack of effective management will lead to over-exploitation of resources, disorder and destruction of environment and resources, which will certainly restrict the healthy development of marine economy and coastal economy to a great extent. The development and protection of coastal resources need comprehensive and coordinated management beyond all industries. At present, the development and protection of coastal resources in China are mainly implemented in accordance with industry management regulations. In addition, China's "Marine Environmental Protection Law" and "Regulations on the Management of Marine Nature Reserves" involve the protection of coastal ecological environment, which is far from meeting the requirements of comprehensive and coordinated management. The management of sea area use is an important part of coastal zone resource management. At present, China has not established a complete coastal zone management system. First, make full use of and give full play to the role of the sea area use management system, and strengthen the comprehensive management of coastal resources from the aspect of sea area use. Therefore, it is an urgent requirement for implementing the sustainable development strategy of marine resources and strengthening the protection of coastal resources to formulate and promulgate the law on the management of sea area use, strengthen the management of sea area use according to law, and implement the ownership management system and paid use system.
