Strengthening emergency management is a major event related to the overall economic and social development of the country and the safety of people's lives and property, an important content of comprehensively implementing Scientific Outlook on Development and building a harmonious socialist society, and an important embodiment of governments at all levels adhering to people-oriented, governing for the people and fully performing government functions. At present, China's modernization has entered a new stage, and its reform and development are in a critical period. Factors affecting public security have increased, and various public emergencies have occurred from time to time. However, the foundation of emergency management in China is still relatively weak, the system, mechanism and legal system are not perfect, and the ability to prevent and respond to public emergencies needs to be improved. In order to thoroughly implement the National Overall Emergency Plan for Public Emergencies (hereinafter referred to as the National Overall Emergency Plan) and comprehensively strengthen emergency management, we hereby put forward the following opinions:
First, clear guiding ideology and work objectives
(1) guiding ideology. Guided by Deng Xiaoping Theory and Theory of Three Represents, we will comprehensively implement Scientific Outlook on Development, adhere to the people-oriented principle, put prevention first, fully rely on the legal system, science and technology and people, take the safety of public life and property as the foundation, implement and improve the emergency plan as the foundation, and focus on improving the ability to prevent and handle public emergencies, so as to comprehensively strengthen emergency management, minimize public emergencies and their casualties and harm, safeguard national security and social stability, and promote social stability.

Second, strengthen emergency management planning and system construction.

(4) Improve emergency management laws and regulations. Strengthen the legal construction of emergency management, and gradually form a legal system that regulates the prevention and handling of all kinds of public emergencies. Pay close attention to the legislative preparation and implementation after the promulgation of the emergency response law, and study and formulate supporting regulations and policies and measures. All relevant departments in the State Council should pay close attention to drafting relevant laws and regulations and revising relevant rules and standards according to the needs of preventing and handling natural disasters, accidents, public health incidents, social security incidents and other public emergencies. All regions should formulate and improve local regulations on emergency management in accordance with relevant laws and administrative regulations.
(five) to strengthen the construction and management of emergency plan system. All localities and departments should, in accordance with the overall national emergency plan, pay close attention to the preparation of various plans in their own regions, industries and fields, and strengthen leadership, supervision and inspection over the preparation of plans. As soon as possible, we will build a planning system covering all regions, industries and units, and do a good job in connecting all kinds of related plans at all levels. Pay close attention to the implementation of the plan, regularly carry out the plan drills, especially those involving multiple regions and departments, and promote the coordination and responsibility implementation of all units through joint drills.
(six) to strengthen the emergency management system and mechanism construction. Local people's governments at all levels are the administrative leading organs of emergency management in their respective administrative areas. According to the requirements of the national overall emergency plan and the need to deal with all kinds of public emergencies, combined with the actual situation, the headquarters, offices and responsibilities of emergency management are clearly defined. All special emergency command institutions should further strengthen their responsibilities and give full play to their role in responding to public emergencies in related fields. Strengthen the coordination and linkage of all regions, departments and emergency management agencies at all levels, and actively promote resource integration and information sharing. We will speed up the construction of mechanisms for public emergencies prediction and early warning, information reporting, emergency response, recovery and reconstruction, and investigation and evaluation. Study and establish a mechanism for insurance and social donations to participate in and support emergency management, and give full play to its role in the prevention and handling of public emergencies.
Three, do a good job in the prevention of all kinds of public emergencies.
(seven) to carry out the general survey and monitoring of all kinds of public emergencies. All regions and relevant departments should organize forces to seriously carry out the general survey of potential risks, fully grasp all kinds of potential risks in their respective administrative regions, industries and fields, establish a classified and graded management system, implement comprehensive preventive measures, implement dynamic management monitoring, and strengthen coordination and cooperation among regions and departments. For the potential risks that may lead to public emergencies, it is necessary to organize forces to control them within a time limit, especially for high-risk enterprises located in cities and densely populated areas that do not meet the requirements of safety layout and fail to reach the safety protection distance, measures such as stopping production, closing down business and moving should be taken according to law to eliminate potential risks as soon as possible. It is necessary to strengthen the investigation and mediation of factors affecting social stability, and conscientiously do a good job in early warning reports and rapid disposal. Grassroots units such as communities, villages, enterprises and schools. It is necessary to regularly investigate potential risks and solve existing problems in time.
(eight) to promote the implementation of safety precautions in various industries and fields. Local people's governments at all levels and relevant departments should further strengthen the supervision and inspection of safety management of all units and key parts within their respective administrative areas to prevent all kinds of safety accidents; It is necessary to strengthen the construction of the supervision team, enrich the necessary personnel and improve the supervision means. (nine) to strengthen information reporting and early warning of public emergencies. Fourth, enhance the ability to respond to public emergencies.

(twelve) to improve the ability of emergency management at the grassroots level. We should focus on grass-roots units such as communities, villages, schools and enterprises, and comprehensively strengthen emergency management. Give full play to the role of grass-roots organizations in emergency management, further clarify the responsibilities of administrative leaders, legal representatives and heads of community or village-level organizations in emergency management, determine full-time (part-time) personnel or institutions, strengthen grass-roots emergency input, formulate various emergency plans in combination with reality, and enhance the ability to prevent and deal with various public emergencies in the first place. The community should formulate operational emergency plans for public emergencies that may be encountered in people's lives, and regularly carry out emergency knowledge propaganda to make it a household name; Rural areas should combine the construction of new socialist countryside, strengthen the construction of emergency infrastructure according to local conditions, strive to improve the self-help and mutual rescue ability of the masses, and give full play to the radiation role of urban emergency rescue forces; While strengthening campus safety, schools should actively carry out the education and popularization of public safety knowledge and emergency protection knowledge to enhance the public safety awareness of teachers and students; Enterprises, especially enterprises in high-risk industries, should earnestly implement the legal representative responsibility system and the main responsibility of production safety, so that there are plans, rescue teams, linkage mechanisms and rehabilitation measures. Establish national, local and grass-roots units' emergency resources reserve system, and on the basis of general survey and effective integration of existing emergency resources, make overall plans for materials, equipment, communication equipment, daily necessities and emergency shelters needed for emergency treatment, as well as reserves of transportation capacity, communication capacity, production capacity and related technologies and information. Strengthen the dynamic management of reserve materials to ensure timely replenishment and update. It is necessary to establish a national and local monitoring network for important materials and a system for the production, storage, allocation and emergency distribution of emergency materials to ensure the needs of emergency disposal and recovery and reconstruction. After the occurrence of a public emergency, the unit where the incident occurred and the unit directly affected by it shall immediately take effective measures in accordance with the plan, quickly carry out the pre-disposal work, and report in time according to the regulations. Local people's governments at all levels and relevant departments of the State Council shall take relevant emergency response measures in a timely manner in accordance with the provisions of the plan. According to the principle of giving priority to territorial management, the people's government of the place where the incident occurred bears the responsibility of unified organization and leadership for emergency response, and should actively mobilize relevant rescue teams and forces to carry out rescue work, take necessary measures to prevent secondary and derivative disasters, and do a good job in ensuring the basic livelihood of the affected people and environmental assessment of the accident site. After the emergency response, it is necessary to promptly organize the affected areas to restore normal production, life and social order. Post-disaster recovery and reconstruction should be combined with disaster prevention and mitigation, adhere to unified leadership, scientific planning, and accelerate implementation. Improve social mobilization mechanisms such as social donation and counterpart support, and mobilize social forces to participate in emergency rescue and post-disaster recovery and reconstruction of major disasters. Statistical information of public emergencies shall be reported monthly, quarterly and annually. It is necessary to study and establish a rapid emergency response mechanism of statistical system after public emergencies, investigate and master the impact of public emergencies on national economic development and urban and rural residents' lives in a timely manner, and predict the development trend.
Five, formulate and improve policies and measures to comprehensively strengthen emergency management.
