In order to implement the spirit of the Outline of the Medium-and Long-Term Education Reform and Development Plan of Shandong Province (201-2020), and earnestly organize the implementation of the Implementation Plan for the Reform of Enrollment System of Ordinary Colleges and Universities in Shandong Province, after research, the enrollment system of ordinary colleges and universities in our province will be reformed.
First, scientifically adjust the examination content and optimize the subject setting of the unified examination.
(1) Since 20 14, the enrollment subjects and examination contents of ordinary colleges and universities have been appropriately adjusted.
1. Summer college entrance examination subjects adopt the "3+ comprehensive" model. "3" refers to Chinese, mathematics (divided into mathematics 1 and mathematics 2) and foreign languages (divided into English, Russian, French, German and other languages), which are compulsory subjects for all candidates. Synthesis is divided into synthesis 1 and synthesis 2. Comprehensive 1 includes compulsory contents of politics, history and geography and some elective contents; Comprehensive 2 includes compulsory contents and some elective contents of physics, chemistry and biology. Candidates choose mathematics, synthesis and foreign languages independently according to their own characteristics and the requirements of enrollment institutions.
From 20 14, the listening test in foreign language examination subjects is no longer included in the unified examination content of summer college entrance examination. The admissions institution may put forward requirements for the foreign language listening performance of candidates in the high school proficiency test in the enrollment charter. Candidates who apply for foreign languages or require oral English still need to take the oral English test organized by the provincial and municipal admissions examination institutions, and their scores are included in the candidates' electronic files as a reference for admission to related majors in colleges and universities.
2. The cultural foundation of the spring college entrance examination (namely, Chinese and mathematics) is organized by the whole province to organize the examination in a unified way; The professional skills part (divided into professional basic theory and professional basic skills) is formulated by the province, and the enrollment institution is responsible for organizing the examination.
(2) Since 20 14, the physical examination scores of senior high school graduates who participated in the summer college entrance examination have been recorded in the electronic files of candidates according to the physical examination scores of senior high school students (excellent, good, passing and failing, the same below). Previous graduates were uniformly tested by the county-level education administrative department. According to the National Standard for Students' Physical Fitness and Health, the actual test scores of candidates are recorded in the electronic files of candidates according to the four grades of A, B, C and D, and the scores of candidates who meet the exemption conditions are calculated according to relevant regulations.
Two, to further strengthen the management of high school academic level examination, and strengthen the role of candidates' comprehensive quality evaluation information in the college entrance examination.

Starting from the students enrolled in 20 1 1, the provincial education entrance examination institute is responsible for organizing and implementing the high school level examination. Test scores are not only used to measure the academic level of high school students, but also recorded in the electronic files of candidates who take the college entrance examination.
(2) Further improve the comprehensive quality evaluation system of senior high school students. The education administrative departments of cities, counties (cities, districts) and senior high schools should strengthen management, improve the evaluation process and methods, and adjust the evaluation content, so as to make the evaluation process of senior high school students' comprehensive quality more scientific, objective, fair and just, and the evaluation results more authentic and credible, and ensure that the evaluation of candidates' comprehensive quality plays a more important role in college enrollment.
(three) standardize the management of personnel with the same academic qualifications to sign up for the college entrance examination. Our province has formulated a unified method for the identification of candidates with the same academic qualifications, and the admissions examination institutions organize the applicants with the same academic qualifications to register for the college entrance examination according to the identification results.
Three, actively promote the pilot work of independent enrollment in provincial universities and higher vocational colleges, and further expand the autonomy of college enrollment.
(1) Continue to expand the pilot scope and enrollment scale of independent enrollment (individual enrollment examination) in national and provincial demonstration and backbone higher vocational colleges.
(2) Actively apply to the Ministry of Education. Approved, from 20 14, independent enrollment will be carried out in relevant provincial undergraduate colleges, and the independent enrollment plan will be controlled within 3% of the total enrollment plan of the enrollment colleges. At the same time, those who have outstanding skills or special talents and meet the training requirements of colleges and universities can be admitted without exception; Students with all-round development and excellent performance in senior high school are recommended for admission according to regulations.
(3) Steadily promote the enrollment methods of higher vocational colleges. On the basis of standardized management of five-year higher vocational education, the enrollment scale of higher vocational colleges will be gradually expanded, mainly for secondary vocational students. From 20 14, the scope of students enrolled has been expanded to ordinary high school students who have passed the high school level examination, have a good comprehensive quality evaluation and have obvious career orientation.
Fourth, improve the enrollment regulations of colleges and universities and standardize the enrollment behavior of colleges and universities.
(a) colleges and universities should formulate their own enrollment regulations according to the requirements of the Ministry of Education and this province. The enrollment charter should include the policies on unified examination admission, self-enrollment admission and special major admission, the requirements for candidates to take the unified examination, the scores of high school academic level examination, sports scores, comprehensive quality evaluation scores, the use of scores, enrollment procedures and other aspects. The enrollment regulations can only be announced to the public after being examined and approved by the education authorities at or above the provincial level.
(2) Before the college entrance examination every year, the enrollment regulations of each school should be announced, and major policy adjustments involving many candidates should be announced in advance. Once the enrollment regulations are published, they shall not be changed at will (except for the adjustment of the national enrollment policy). Provincial admissions examination institutions should supervise the admission process of the school in strict accordance with the enrollment regulations published by the school.
Five, constantly improve and perfect the enrollment policies and methods, and promote education equity.
(1) Summer college entrance examination, mainly based on the results of college entrance examination, combined with the results of high school academic level examination and comprehensive quality evaluation to enroll candidates. In the spring college entrance examination, choose comprehensive professional skills and cultural foundation. Higher vocational colleges should give priority to candidates with various vocational qualification certificates. Candidates who have not been admitted to undergraduate colleges in the summer college entrance examination can continue to participate in the admission of higher vocational colleges with separate plans and be admitted on a voluntary basis. Candidates who have taken the two types of examinations and met the admission requirements of higher vocational colleges are allowed to take the two types of examinations and voluntarily fill in the form, and the school will repeat the admission. At the same time, appropriately expand the scale of undergraduate enrollment in the spring college entrance examination, and gradually increase the proportion of candidates who participate in the spring college entrance examination to undergraduate study.
(2) Seriously sum up the pilot experience. On the premise of ensuring objectivity, fairness and justice, we will gradually expand the pilot enrollment model in which experts from undergraduate colleges participate in enrollment. By 20 14, all provincial undergraduate colleges and universities will implement the enrollment mode of experts participating in admission.
(3) Further standardize the policy of extra points for college entrance examination. Our province implements the bonus policy formulated by the state and does not formulate the bonus policy within the province. The scores of bonus items and the scores of unified examination culture courses are included in the total admission scores of admissions institutions.
(four) to improve the delineation of the scores of each batch. From 20 14, according to the reform process of the management system of undergraduate colleges and universities, the admission control scores of all batches in the province will be gradually unified.
(5) Allow non-registered candidates to take the college entrance examination in our province. From 20 14, all non-registered candidates who have a complete study experience in our province's high schools can register for the college entrance examination in our province (where their high schools are located) and enjoy the same admission policy as the candidates in our province.
