Zhengding New District is located on the north bank of Hutuo River, including Zhengding historical and cultural city and east construction area, with planned construction land of 1.35 square kilometers and planned population of1.40 thousand. Planning and building a low-carbon, ecological and intelligent new city is the carrier of emerging industries and high-end service industries in the future of the provincial capital.

Functional orientation: it is the core component of "one city and three districts" in the central city of Shijiazhuang, and it is the municipal administrative and cultural center; Modern service industry base; Science and education innovation cluster. Lock in the goal of "low carbon, ecology and wisdom", and strive to turn the new district into an innovative power city, a livable and dynamic city and a waterfront charm city with financial intelligence elements gathering, multiple functions compounding, ecological and humanistic harmony, and water and green blending, so as to make it a demonstration area showing the level of urban construction, taste and wealth, and a new landmark reflecting the image of a prosperous, comfortable and modern first-class Shijiazhuang.

In terms of low carbon, it includes 85 index systems, including low-carbon industries, low-carbon buildings and low-carbon transportation. Eight grades, such as carbon emission intensity, energy intensity and carbon sink, were set for the new district. Low-carbon construction goal, by 2020, the carbon emission intensity will be reduced by 77% compared with 2005; By 2030, the intensity of carbon emissions will be reduced by 84% compared with 2005.

In the aspect of ecology, a 6-level 3 1 ecological index system is constructed, including green space, green transportation and green energy. According to the spatial development strategy of "bar code layout, starting from the center, vertical axis promotion and horizontal extension", the planning of the new district forms the overall spatial structure of "one heart, one network, three axes, two belts and ten major districts".

Orientation of industrial development: focus on expanding and strengthening the emerging modern service industry, vigorously develop knowledge economy and low-carbon economy, build a low-carbon economy demonstration zone, and lead the sustainable development demonstration zone.

Plan and construct the industrial layout structure of "six industrial zones". They are central business district, creative and tourism business district, science and education innovation district, business R&D industrial district, high-tech industrial district and advantageous traditional industrial district. According to the plan, the new district will form a convenient transportation system: the subway will be the most important mode of travel in the starting area, and the road system will improve the network system of expressway, trunk road, secondary road and branch road, so that the road density in the starting area will exceed 6 km/km2, which is at the leading level in China.

Shijiazhuang will build Taihang Avenue and Expressway in Zhengding New District. Rail Transit Line 2 and Rail Transit Line 4 will pass through the new district, and two BRT lines will be set up.

Rail Transit Line 2 consists of Luancheng Group, the main city, Zhengding Ancient City and Zhengding New District. Within the planning scope of the new district, rail transit line 2 is planned along the existing roads, which will drive the related functions of the comprehensive development zone, with the station distance of 1000 ~ 1500m. Rail Transit Line 4 consists of the West Third Ring Road, the main urban area, the eastern industrial area and Zhengding New District. Within the planning scope of the new district, Rail Transit Line 4 enters the starting area center and convention center from Xincheng Avenue, connects the financial district and sports center to the east, and then turns to the north to drive the public service axis, with the station distance of 1000 ~ 1500m.

The red line width of the main roads in the planning area of Zhengding New District is generally controlled at 45 ~ 60m, with 4 ~ 6 lanes planned and the total length of the main roads planned at 198km. Among them, the red lines of Xincheng Avenue, Wu Zhi Road and Airport Road are controlled at 60m. The width of the red line of the secondary trunk road is generally controlled at 32 ~ 35 meters, and it is planned to be 4 lanes.

In addition, according to the functional level and layout principle of passenger transport hubs, Zhengding New District plans to set up two passenger transport hubs. Among them, the first-class passenger station 1 seat is located at the track intersection in the starting area and the west side of the intercity railway passenger hub station, covering an area of about 6 ~ 8 hectares, and mainly undertakes long-distance highway passenger service within and between provinces. The second-class passenger station 1 block is located on the west side of the north extension line of East ten ring. Combined with the track station facilities, they cover an area of about 4 ~ 5 hectares and mainly undertake the task of highway passenger flow between nearby towns. The construction of the new district is promoted in accordance with the third phase of the circle.

The first phase took the lead in starting the construction of a 30-square-kilometer starting area, and the focus of urban construction began to move northward, driving the construction of a new comprehensive business center with a population of 300,000;

The second phase covers an area of 35 square kilometers and has a population of 550,000. Gradually start the construction of the central business zone in the new district and start the construction of municipal business centers;

The third phase covers an area of 39 square kilometers and has a population of 300,000. Promote the construction of comprehensive service belts for vocational education and vigorously promote the development of innovative industries.

First of all, relying on the ecological landscape environment of Hutuo River and Zhengding's rich historical and cultural heritage, we will closely contact the old city and strive to build a 30 square kilometer starting area in 10- 15.

There is no road in the north, Beijing-Zhuhai Expressway in the west, Hutuo River in the south and Taihang Street in the east. With the "three horizontal and three vertical" road network construction, build the development skeleton of the starting area; With the renovation of Hutuo River and Zhouhan River and the construction of Garden Expo Park and Riverside Park, the ecological pattern of the starting area will be constructed; Driven by large-scale public facilities such as comprehensive business center, cultural center, exhibition center, sports center, financial back-office service center and headquarters economy, we will strive to build a new landmark area showing the image of the provincial capital in 3-5 years.

In order to better enhance the image of the new district and highlight the connotation of urban spirit, Shijiazhuang invited two world-class design companies, HOK and SOM, to collect high-level urban design schemes. On the basis of international consultation, Shenzhen Leo Company put forward the urban design and regulatory detailed planning scheme of the starting area on the basis of defining functions, optimizing structure, diverting traffic, integrating space and improving supporting facilities.

(1) The spatial structure has three horizontal axes: the corporate image axis with no way out, the urban life axis of Zhouhanjiang River and the comprehensive business axis of Hutuo Avenue;

There are three vertical axes: the core functional axis of the starting area of the Garden Expo Park-comprehensive business center-exhibition center, the urban composite functional axis of Xincheng Avenue and the future commercial and financial axis.

(2) The landscape features along the Hutuo River form a colorful intention of headquarters economic zone-exhibition economic zone-waterfront living zone-sports and leisure zone-financial and business zone, build a riverside growth logic, highlight the relationship between urban development and Hutuo River, and create a riverside ecological space.

Planning relies on multiple green corridors interwoven into a network to create a unique green space;

Organize the high-level sequence with the traffic skeleton, strengthen the echo with the old city, and form the core image with a high concentration of the center;

Surround the exhibition center and sports center with high-rise buildings to form a city landmark;

Efforts will be made to build the environmental quality of the comprehensive business center and exhibition area, make great efforts to build artificial lakes, enhance the attractiveness of the new district with good public space quality, and concentrate on forming the business card of the new district.

(3) The detailed design area of the core area is about 5 square kilometers, and the core concept of the planning is: "Linking the city and the river, making the past serve the present".

"Face the city to meet the river": open the southwest, echoing the main city from a distance; The overall high-rise layout reflects the trend of Linjiang.

"Make the past serve the present": emphasize the harmonious development between the core area and the old city and Zhengding, and strengthen the echo relationship in layout. The comprehensive business center on the north side of the core area emphasizes the solemn and tidy layout, and the overall spatial pattern continues the solemn atmosphere of the northern cities in the form of grids.

Comprehensive business center: take comprehensive business as the center, open up a large-scale open space corridor between north and south, and form a pleasant business office area.

Convention and Exhibition Center: The conference function is arranged on the west side near the headquarters base, and the exhibition hall on the east side is spread along the interface of Hutuo River, forming a good welcome surface.

Headquarters base: Starting from Binhe Avenue, guide the space to contact the comprehensive business center, and create a future headquarters area with staggered layout and gradually elevated high-rise sequence.

Business office area: from the core open space to the east, the axis of high-rise office is arranged, and the functions of business, finance, information and media are arranged.

According to the principle of unified planning and step-by-step implementation, considering the importance, urgency and feasibility of the project, Shijiazhuang Planning Bureau proposed 27 projects to be started in the near future and reserved 8 public facilities projects. Among them, 1 1 construction project and 16 road construction and municipal infrastructure project have been arranged recently. At the same time, eight reserved public facilities projects were planned. Through the implementation of these projects, we will strive to comprehensively promote and drive the construction of the new district.

Recent construction projects: 1 1 comprehensive business center, provincial garden Expo park, exhibition center, sports center, new district hospital, new district middle school, headquarters economic zone (Phase I), planning exhibition hall, vocational education park (Phase I), urban complex and other projects.

Recent infrastructure projects: 65,438+06 projects such as Taihang Street, Xincheng Avenue, Xishangze Street, Waterway, Dongmen Road, Lin Ji Road, Sewage Treatment Plant, Underground Water Plant, Substation, Bus Terminal and Rainwater Pumping Station.

Reserved public facilities: Municipal Grand Theatre, Art Museum, Municipal Archives, Literary and Art Groups, Library, Youth Activity Center, Citizen Square in New District, Elderly Activity Center, etc. On 201September 17, the groundbreaking ceremony was held for the first batch of 12 key projects in Zhengding New District of Shijiazhuang, and the construction of Zhengding New District of Shijiazhuang officially kicked off. 12 total investment of key projects11500 million yuan.

Garden Expo Park: Located on the north side of the comprehensive business center, connecting the Zhouhan River, the first garden Expo Park in Hebei Province will focus on creating colorful urban landscapes, shaping the cultural living environment of citizens, and forming the basic ecological framework of Zhengding New District, which has a strong driving role in the construction of surrounding areas. The planned land area is 1554 mu, of which the park area is 1270 mu and the first phase is 200 mu, with a total investment of 870 million yuan. It officially opened on April 28th, 1965, 438+02.

Urban planning exhibition hall: the planned land area is 66 mu, and the construction area is 1.5 million square meters. Mainly through the sand table display and panoramic 3D movies to show the urban development of the new district, the construction period is 4 months.

New Middle School: Located on the west side of Taihang Street, next to the planned provincial sports center. The planned land area is 258 mu, and the construction area is 654.38+10,000 square meters. Completed on June 0, 2065.438+02,654.38+00.

Waterfront Road: It starts from Shangze Street in the west and ends at Planning Road on the east side of Planning Provincial Sports Center in the east, with a total length of 4.7 kilometers, and the main road has six lanes in both directions.

Xishangze Street: It starts from the waterfront road in the south, reaches the planning road in the starting area in the north, and runs through the starting area in the north and south, with a total length of 4.6 kilometers. This main road has six lanes in both directions.
