The Guiding Opinions focuses on the key and difficult issues reflected in various places, such as high purchasing and storage threshold, difficult planning adjustment, heavy tax burden, and difficult land acquisition and demolition, and increases the government's efforts to benefit the people, and proposes 19 targeted reform measures to effectively safeguard the legitimate rights and interests of obligees and market entities, and strive to establish the "three old" transformation of government guidance, market operation, overall planning, policy support and legal protection.

Optimize the requirements for mapping audit and database construction, appropriately reduce the storage requirements for reconstructed plots, increase support for public welfare projects such as education, medical care, old-age care and sports, and expand the benefits of the "three old" transformation policy.

Simplify the approval procedures for land use and optimize the administrative approval procedures for planning, land use, construction, fire protection, commercial registration and other minor renovation projects. , improve the efficiency of approval.

Implement a regional assessment system to further reduce the time for a single reconstruction project to carry out relevant assessments on important mineral resources, energy conservation, environmental impact, geological disaster risk and earthquake safety.

Measure 4: Encourage the overall contiguous transformation.

It is allowed to carry out regional balance through government subsidies, resettlement in different places, compensation for plot ratio in different places, etc. , to promote the solution of the old city, the old village reconstruction project demolition cost is high, it is difficult to balance the interests and other issues.
