On March 1 2003, the State Council approved (Guo Han [2003] No.35): Baoji County was abolished and Baoji chencang district was established; Adjust the administrative divisions of Baoji City. (1) Cancel Baoji County, set up chencang district in Baoji City, and cancel Hudian Township, Guo Town, Tianwang Town, Tuo Town, Pingtou Town, Jia Cun Town, Xianggong Town, Yangping Town, Qiaozhen Town, Xiangquan Town, Fenggeling Town, Zhenzhen Town, Xinjie Town and Tunzhen Town in Baoji County. District People's Government in Guo Town. (2) Jinhe Township, Lingyuan Township, Shixia Township and panlong town of Baoji County are under the jurisdiction of Jintai District of Baoji City, and Yuchao Township and Bayu Town are under the jurisdiction of Weibin District of Baoji City. Chencang district is located at the western end of Qinchuan, eight hundred miles in Guanzhong, Shaanxi Province, and is the resident town of the district committee and government. Now it has jurisdiction over 18 towns, 372 administrative villages, 2,250 villagers' groups and 600,000 people (chencang district has jurisdiction over 18 towns: Guo Town, Yangping Town, Zhen Town, Panxi Town, Tianwang Town, Zhen Town, Jia Cun Town, Qiao Town, County Gong Town and Xinjie Town). Among them, County Gong Town, Xinjie Town, Pingtou Town, Xiangquan Town, Chisha Town, Tuo Town, Fenggeling Town and Hudian Town are entrusted by Xishan Working Committee.

Before this administrative division adjustment (the data is based on the simplified version in 2003): Weibin District covers an area of 502 square kilometers with a population of 320,000; Jintai District covers an area of 72 square kilometers and has a population of 260,000. Baoji county covers an area of 3,000 square kilometers and has a population of 720,000. The county people's government is located in Guo Town.
