Chapter I General Provisions Article 1 In order to improve the system and mechanism of NPC leading legislative work, give play to the leading and promoting role of legislation, promote legislation according to law, scientific legislation and democratic legislation, standardize legislative activities and improve the quality of legislation. According to the Constitution of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Regional National Autonomy, the Law of People's Republic of China (PRC) on National Legislation and other relevant laws and regulations, and combined with the actual situation of Autonomous Prefecture, these Regulations are formulated. Article 2 These Regulations shall apply to the formulation, amendment and abolition of autonomous regulations, separate regulations, local regulations and related legislative activities by the people's congresses of autonomous prefectures and their standing committees. Article 3 The people's congresses of autonomous prefectures shall formulate autonomous regulations and separate regulations according to the political, economic and cultural characteristics of all ethnic groups in autonomous prefectures. Article 4 Autonomous Prefecture People's Congress and its Standing Committee may, according to the actual needs of the country, formulate local regulations on urban and rural construction and management, environmental protection, historical and cultural protection and other matters on the premise that different constitutions, laws, administrative regulations and local regulations of Gansu Province are in conflict.

Local laws and regulations that stipulate major issues in this state shall be formulated by the state people's congress. Article 5 The people's congresses of autonomous prefectures and their standing committees shall adhere to the leadership of the Party, proceed from the reality of the state, and legislate according to law, scientifically and democratically, so as to be non-contradictory, distinctive and operable, and carry out legislative activities in accordance with legal authority and procedures.

The funds needed for the legislative activities of the Autonomous Prefecture People's Congress and its Standing Committee shall be included in the state-level financial budget. Chapter II Legislative Proposals Article 6 State organs, political parties, organizations, organizations and citizens at all levels in the Autonomous Prefecture may put forward legislative proposals to the Standing Committee of the People's Congress (hereinafter referred to as the Standing Committee). Seventh legislative proposals should be open to the public for comments. Article 8 When putting forward legislative proposals, legislative proposals shall be submitted. The proposal shall specify the necessity, feasibility, legislative basis, main problems to be solved and countermeasures and measures to be taken. When putting forward the proposal of repealing laws and regulations, the necessity of repealing laws and regulations should be explained. Chapter III Legislative Planning and Planning Article 9 The Standing Committee shall prepare a five-year legislative plan for the current Autonomous Prefecture People's Congress and its Standing Committee, and complete it in the first half of the first year of its term. Article 10 When formulating a five-year legislative plan and an annual legislative plan, the Standing Committee shall solicit opinions from the people's government of the Autonomous Prefecture, the CPPCC Committee, the supervisory committee, the intermediate people's court, the people's procuratorate, relevant people's organizations and all sectors of society. Article 11 The Legislative Affairs Commission of the Standing Committee of the Autonomous Prefecture People's Congress (hereinafter referred to as the Legislative Affairs Commission) shall examine, select and compile the draft five-year legislative plan and annual legislative plan of the current people's congress and its Standing Committee according to the legislative suggestions put forward by various parties, and submit them to the meeting of directors for examination and approval, which shall be adopted by the meeting of the Standing Committee and reported to the Standing Committee of the provincial people's congress for the record.

The working body of the Standing Committee is specifically responsible for supervising the implementation of legislative plans and legislative plans by the units and departments contacted by this department. Chapter IV Drafting of Regulations Article 13 The relevant special committees of the Autonomous Prefecture People's Congress and the relevant working bodies of the Standing Committee shall participate in the drafting of relevant regulations in advance; Important local legislative matters within the legislative authority of this state may be drafted by relevant special committees or relevant working bodies of the Standing Committee. Fourteenth for a single comprehensive, overall and professional regulations, experts in related fields can be absorbed to participate in the drafting work, or relevant experts, teaching and research units and social organizations can be entrusted to draft.

The draft regulations entrusted to be drafted shall be reviewed by the special committee or the relevant working bodies of the Standing Committee, and after approval, submitted to the meeting of directors for discussion and study, and decided whether to be included in the agenda of the meeting of the Standing Committee. If the meeting of directors thinks that there are problems in some aspects of the draft regulations, the relevant working bodies of the Standing Committee shall, according to the opinions of the meeting of directors, return the original drafting unit or professionals to further revise and improve them, and then submit them to the next meeting of directors for deliberation. Fifteenth drafting units should strengthen communication with the relevant special committees and the working bodies of the Standing Committee to ensure that the drafting work is completed on time.

When drafting the draft regulations, opinions from all sides should be listened to. We can listen to opinions through forums, demonstration meetings, hearings and other forms, and we can also seek opinions from the public in written form or online. Sixteenth autonomous prefecture people's government departments responsible for drafting rules, should be reviewed by the government's legal institutions, discussed and adopted by the government executive meeting, and then sent to the relevant special committees or the relevant working bodies of the Standing Committee for review. After examination and approval, it shall be submitted to the meeting of directors for discussion and study, and decide whether to include it in the agenda of the meeting of the Standing Committee. Chapter V Legislative Procedures of the People's Congress Article 17 The Presidium of the Congress may submit a bill of laws and regulations to the meeting of the people's congress of the Autonomous Prefecture for consideration by the Congress.

The motion put forward by the Standing Committee, the people's government and the special committee to the people's Congress of the Autonomous Prefecture shall be decided by the presidium of the General Assembly whether to include it in the agenda of the meeting.

At least ten deputies to the people's Congress of the Autonomous Prefecture jointly put forward a motion to the people's Congress of the Autonomous Prefecture. The Presidium of the General Assembly decides whether to include it in the agenda of the meeting, or first submit it to the relevant special committee for deliberation and put forward opinions on whether to include it in the agenda of the meeting, and then the Presidium of the General Assembly decides whether to include it in the agenda of the meeting.
