The term "ready-mixed concrete and ready-mixed mortar" as mentioned in these Regulations refers to the concrete and mortar produced by centralized mixing facilities in accordance with relevant national standards and transported and used by special equipment. Article 4 The administrative department of bulk cement of the people's governments at or above the county level shall be responsible for the supervision and management of promoting the development of bulk cement within their respective administrative areas. The specific work shall be undertaken by the bulk cement management institutions to which they belong, and the required funds shall be included in the fiscal budget at the same level.
The relevant administrative departments of housing, urban and rural construction and environmental protection of the people's governments at or above the county level shall be responsible for promoting the supervision and management of the development of bulk cement in accordance with the prescribed duties. Article 5 The production and use of cement shall adhere to the principle of developing bulk and restricting bagging, popularize and apply ready-mixed concrete and ready-mixed mortar, and promote the development of bulk cement. Article 6 The people's governments at or above the county level shall strengthen their leadership over the development of bulk cement, incorporate it into the national economic and social development plan, and coordinate and solve major problems in the development of bulk cement in a timely manner.
The administrative department of bulk cement of the people's government at or above the county level shall strengthen the publicity, supervision and inspection of the development and promotion of bulk cement. Chapter II Encouragement and Support Article 7 The people's governments at or above the county level and their relevant departments shall give support to construction projects that conform to the development plan of bulk cement, ready-mixed concrete and ready-mixed mortar in terms of project establishment and land use. Article 8 The administrative department in charge of bulk cement of the provincial people's government shall, according to the relevant industrial policies of the state and the actual situation of this province, formulate and timely adjust the catalogue of production technologies, processes, equipment and products related to promoting the development of bulk cement. Article 9 The administrative department of bulk cement of the people's government at or above the county level shall, jointly with the administrative department of housing and urban and rural construction of the people's government at the same level, organize the popularization and application of scientific and technological achievements of bulk cement, ready-mixed concrete and ready-mixed mortar, and regularly release the development information of bulk cement, ready-mixed concrete and ready-mixed mortar to the society. Article 10 People's governments at or above the county level and their relevant departments shall guide cement production and operation enterprises to set up bulk cement sales outlets in rural areas, popularize the use of ready-mixed concrete and ready-mixed mortar, provide services for the use of bulk cement in rural areas, and promote the application of bulk cement in rural areas. Article 11 The people's governments at or above the county level and their relevant departments shall support and guide the construction of a modern logistics system for bulk cement, ready-mixed concrete and ready-mixed mortar, accelerate the optimal combination of logistics resources, and improve the socialization and professional service level of the logistics industry. Article 12 The research, development and application of new technologies, new processes and new products of bulk cement, ready-mixed concrete and ready-mixed mortar, as well as the construction of production projects and technical transformation in line with the development plan, can enjoy financial subsidies in accordance with the relevant provisions of the state and this province. Article 13 Enterprises producing bulk cement, ready-mixed concrete and ready-mixed mortar shall enjoy relevant preferential tax policies if they meet the relevant national preferential tax policies on comprehensive utilization of resources, environmental protection, energy conservation and water saving. Article 14 The actual R&D expenses incurred by enterprises producing bulk cement, ready-mixed concrete and ready-mixed mortar in developing new technologies, new processes and new products in that year shall be deducted in accordance with the relevant provisions of the state when calculating the taxable income. Fifteenth bulk cement, ready-mixed concrete and ready-mixed mortar production enterprises to buy environmental protection, energy saving and water saving, safe production and other national special equipment, in accordance with the proportion stipulated by the state, the implementation of tax credits. Sixteenth to promote the development of bulk cement, we should give full play to the leading role of the market and encourage the use of ready-mixed concrete and ready-mixed mortar. The people's governments at or above the county level and their relevant departments shall, in accordance with the relevant provisions of the state, subsidize and reward the construction projects that completely use ready-mixed concrete and ready-mixed mortar. Chapter III Management and Supervision Article 17 The administrative department of bulk cement of the people's government at or above the county level shall formulate a special plan for the development of bulk cement according to the national economic and social development plan and urban and rural planning at the corresponding level, and be responsible for organizing its implementation.
New construction, renovation and expansion of cement, ready-mixed concrete and ready-mixed mortar construction projects shall conform to local urban and rural planning and related special planning. Eighteenth people's governments at or above the county level shall strengthen the supervision and management of cement production enterprises from the source, and guide cement production enterprises to improve the distribution capacity of bulk cement.
New construction, renovation and expansion of cement production and construction projects shall be subject to environmental impact assessment according to law, and the design and simultaneous construction shall be carried out according to the standard that the distribution capacity of bulk cement is not less than 90%.
Existing cement production enterprises shall carry out technical transformation to meet the national standards for bulk cement distribution capacity, and shall be rewarded in accordance with the relevant provisions of these regulations.
