Article 6 All units and individuals have the right and obligation to protect famous historical and cultural cities and towns, and shall stop and report any violation of these measures. Chapter II General Provisions Article 7 Famous historical and cultural cities and towns shall be declared by the municipal and county (district) people's governments in accordance with the following provisions:
(a) Suzhou Municipal People's government to declare, by the municipal planning administrative departments and cultural relics administrative departments to organize the application materials, to the provincial people's government to declare;

(five) ancient cultural sites, ancient buildings, stone carvings, important historical sites and representative buildings in modern times, ancient and famous trees, landform relics, etc. With cultural relics value;
(six) oral or other intangible cultural heritage with local characteristics, such as traditional operas, traditional crafts, traditional industries and folk customs. Tenth historical and cultural cities and towns protection planning approval:
(a) the preparation and examination and approval of the protection plan for famous historical and cultural cities and towns shall be implemented in accordance with the relevant provisions of the state and the province;
(2) The controlled protection plan for ancient towns, villages, historical blocks and ancient buildings determined by the Suzhou Municipal People's Government shall be compiled by the local people's government at or above the county level within two years after the name is announced and submitted to the Suzhou Municipal People's Government for approval as an important part of the overall urban planning;
(3) The protection plan for famous historical and cultural cities and towns shall be announced to the public, and the opinions of experts, scholars, the public and relevant departments shall be extensively solicited, scientifically demonstrated and hearings shall be held when necessary;
(four) involving the adjustment of protection planning, according to the original examination and approval procedures. Eleventh preparation of historical and cultural cities and towns protection planning, should be based on the historical features and the status quo of the elements, the delineation of key protected areas. (6) Other legal sources. Thirteenth historical and cultural cities and towns protection measures:
(a) land use and construction must conform to the approved protection plan;

(three) the construction unit must carry out construction in accordance with the requirements of the construction project planning permit, and effectively protect the cultural relics and their surrounding ancient and famous trees, water systems, landforms, etc. , and shall not cause pollution or damage;
(four) when the construction unit finds the above-ground and underground cultural relics in the construction process, it shall immediately stop the construction, protect the site, and report to the cultural relics administration department in time;
(five) the use function of buildings and structures meets the requirements of protection planning, and must be safe and reasonable in the use process;
(six) tourism activities and other activities shall not destroy the traditional culture, style and pattern, and shall not pollute or destroy the environment and water system. Fourteenth historical and cultural cities and towns in key protected areas shall not carry out the following activities:
(a) the destruction of traditional style advertising and facade decoration, roof advertising;
(two) the planning landscape corridor that blocks the important cultural relics with overlooking function;
(3) breaking the wall and opening a shop;
(four) engaged in the exploitation of underground mineral resources and other resources;
(five) other acts prohibited by laws and regulations.
