Huludao port was built in 19 18. The real development of Hulu Port is closely related to Zhang Zuo Lin and Zhang Xueliang. 1922, Zhang, then the general of the three northeastern provinces, wanted to recover the shipping rights of Songhua River and strengthen the water defense force, so in the same year, he set up an aviation police department in Fengtian (now Shenyang) and an aviation police school in Huludao, which was in charge. The school, formerly known as "Northeast Aviation Police School", mainly trains marine police in inland rivers and offshore areas of Northeast China. Soon, the school was renamed "Northeast Naval School" and became a training place for officers and men of the Northeast Navy, with Colonel Ling Xiao as the first principal. Later, Huludao Aviation Police School was the predecessor of Qingdao Naval School.

When Zhang Xueliang visited Huludao twice, he lived in a local "Zhang Xueliang Villa". The villa is located on the hillside of Dongshan seaside in Longgang District, Huludao City, with Huludao Port in the east and the "Huludao Port Construction Monument" on the hillside in the west. The Japanese army occupied Huludao and Zhang Xueliang never lived here again. "Zhang Xueliang Villa" was built in 1922, with two floors, the front building and the back building, all of which are brick and wood structures. Unfortunately, this villa, which has witnessed 83 years of wind and rain, has been classified as a dangerous building because of its disrepair and hidden dangers.
1929, Zhang Xueliang inspected Huludao and drew up the third harbor construction plan of Huludao. In this plan, it is estimated to build a 3,700-foot wharf and a 5 100-foot breakwater. At the same time, it was decided that the Beining Railway Bureau would provide the project funds, and Gao Jiyi, then the director of Beining Railway Bureau, was appointed as the person in charge of Huludao Port construction project.
At the groundbreaking ceremony of 1930 Huludao Port, a monument was erected in Huludao Port. The monument is a long flat body, and its shoulders are cut from marble. It is pure white and made by Feng Fangshi Company.

The inscription reads: "Huludao is a natural place, and Haikou is not a good port in the north." Since the end of the Qing Dynasty, many people have advocated building. It takes a lot of effort to lay a solid foundation, which is a matter of doing things.
