Regulations on the Protection of Historical and Cultural Cities in Guangzhou
Article 1 Guangzhou is a national historical and cultural city. In order to strengthen the protection of Guangzhou's famous historical and cultural city, inherit and carry forward the excellent national traditional culture, and promote the development of famous cities, these Regulations are formulated in accordance with relevant national laws and regulations and combined with the actual situation of this Municipality. Second Guangzhou historical and cultural city (hereinafter referred to as the famous city) should protect the main contents are:

(a) the urban pattern and style with historical characteristics;

(2) Blocks, lots and villages with traditional characteristics;

(3) Cultural relics and modern historical sites;

(4) scenic spots;

(five) the essence of traditional culture and art, folk customs, folk crafts and traditional famous products;

(six) other contents that should be protected by laws and regulations. Article 3 These Regulations shall apply to the planning, construction, utilization and management of the protection of famous cities. Article 4 The protection of famous cities must implement the policy of giving priority to protection and giving priority to rescue, adhere to the principles of effective protection, rational utilization and strengthening management, and correctly handle the relationship between the inheritance, protection and utilization of historical and cultural heritage and economic and social development. Article 5 People's governments at all levels shall incorporate the protection of famous cities into their economic and social development plans. The funds needed for the protection of famous cities shall be arranged by the people's government at the corresponding level. Article 6 Guangzhou Municipal Committee for the Protection of Historic and Cultural Cities (hereinafter referred to as the Committee for the Protection of Famous Cities) is the coordinating, guiding and supervising body of the Municipal People's Government for the protection of famous cities.

The relevant administrative departments of the Municipal People's Government shall, in accordance with the provisions of laws, regulations and these Regulations, do a good job in the protection of famous cities. The main duties of the seventh famous city protection committee are:

(a) to consider major issues in the protection of famous cities;

(two) to supervise and guide the protection of famous cities;

(three) to coordinate matters related to the protection of famous cities;

(four) to organize the audit of historical and cultural protection areas;

(five) other duties as prescribed by laws and regulations. Article 8 The protection of famous cities shall, in accordance with the requirements of the state on the preparation of protection plans for historical and cultural cities and the provisions of these Regulations, formulate special protection plans and incorporate them into the overall urban planning.

The protection planning of famous cities shall be compiled by the municipal urban planning administrative department in conjunction with the municipal cultural administrative department, and shall be submitted for approval according to the prescribed procedures after being audited by the famous city protection Committee.

The adjustment of the protection planning of famous cities shall be handled in accordance with the provisions of the preceding paragraph.

No unit or individual may modify, change or refuse to implement the approved protection plan for famous cities without authorization. Ninth for all kinds of buildings, natural landscapes and cultural landscapes included in the protection planning of famous cities, the municipal urban planning administrative department shall do a good job in planning control according to the planning requirements.

Buildings (structures), natural landscapes and human landscapes that are not included in the protection planning of famous cities and reflect the characteristics of famous cities shall be excavated by the municipal urban planning administrative department in conjunction with the relevant cultural administrative departments; Meet the conditions, according to the prescribed procedures for approval, the implementation of planning control. Article 10 Areas where cultural relics and historic sites are relatively concentrated in a famous city, or blocks, buildings, villages and towns and scenic spots that completely reflect the traditional features or ethnic local characteristics in a certain historical period, shall be designated as historical and cultural protection areas (hereinafter referred to as protection areas).

The delineation and adjustment of protected areas shall be examined and approved by the city planning, cultural administration departments and local people's governments organized by the famous city protection committee, and published after approval according to the prescribed procedures.

Protected areas shall delimit the scope of protection and construction control zones, set up protection signs, establish protected area files and define management units.

The protection signs of the protected areas shall be set by the famous city protection committee, and no unit or individual may damage or move them without authorization. Eleventh protected areas focus on traditional architectural features, overall environmental features and cultural relics protection units. People's governments at all levels should improve the infrastructure and living service facilities of the protected areas and continue their functions. Article 12 The local people's government of the protected area shall organize relevant departments to formulate specific protection measures within 12 months after the protected area is demarcated, which shall be implemented after being audited by the famous city protection committee and approved by the municipal people's government. Thirteenth in the protected area, new construction, expansion and reconstruction of various buildings (structures) and other facilities should be in harmony with the traditional features of the protected area or ethnic local characteristics, and meet other requirements for the protection of famous cities.

The competent department of city planning administration shall, within ten working days from the date of approval, notify the famous city protection committee of the design scheme of various buildings and other facilities listed in the preceding paragraph. Fourteenth in the protected area, the maintenance of Chinese old shops, traditional houses, celebrities' former residences, memorial buildings (structures) and excellent modern buildings (structures) should protect the original state and style.

The approval department shall, within ten working days from the date of approval, notify the famous city protection Committee of the maintenance plan of all kinds of buildings (structures) mentioned in the preceding paragraph. Fifteenth in the protected area, the traditional buildings (structures) and other facilities included in the protection object, their owners or users shall not change their traditional features without authorization.

The maintenance of the buildings (structures) and other facilities mentioned in the preceding paragraph shall be the responsibility of the beneficial owner or user. Where laws and regulations provide otherwise, such provisions shall prevail. Article 16 The newly built or rebuilt buildings starting from Sun Yat-sen Mausoleum in Yuexiu Mountain in the north, passing through Sun Yat-sen Memorial Hall, the office building of the municipal government, People's Park, Haizhu Square and the banks of the Guangzhou section of the Pearl River must be in harmony with the natural landscape and human landscape.
