The transformation of the old city is not only related to the vital interests of the masses, the income of investors and the grasp of expropriation policies, but also related to important issues such as improving the living environment, optimizing the investment environment and upgrading the quality of building an international seaside tourist city. Therefore, combined with the actual situation of our county, the following suggestions are put forward for the transformation of the old city: 1, do a good job in overall planning and scientifically formulate the transformation plan of the old city of our county. At the beginning of this year, on the basis of the overall urban planning, our county formulated the "Twelfth Five-Year" housing expropriation plan, of which more than half of the projects in the old city reconstruction plan. At the beginning of each year, the old city reconstruction plan is formulated, and then the old city reconstruction construction is rapidly promoted. 2, strengthen supervision and management, do a good job in the identification of unregistered buildings. In view of the phenomenon of residents' assault on illegal construction, our county set up a county headquarters for prohibiting illegal demolition in time to inspect and investigate illegal construction in urban areas day and night to prevent illegal construction from being in a shady state. Before making a decision on house expropriation, organize relevant departments such as housing construction (planning), land and urban management to investigate, identify and deal with unregistered buildings within the scope of expropriation according to law, so as to lay a good foundation for the subsequent transformation of the old city. 3. Introduce social funds to create a rich new model of old city reconstruction. At present, the progress of the old city reconstruction is seriously restricted due to the tight money supply and the shortage of funds. We should actively adopt various modes of "government-led, enterprise participation and market operation", and allow enterprises and other social funds to participate in the transformation of the old city on the premise of complying with relevant laws and regulations, which can not only make up for the current situation that the government is not well off, but also contribute to the smooth implementation of the transformation of the old city. 4, formulate supporting policies, and earnestly safeguard the legitimate rights and interests of the relocated households. Because the old city needs to be requisitioned, most of the requisitioners think that the expropriation compensation scheme does not meet the requirements of the new regulations, and we will modify the scheme according to the hearing. Regard the transformation of the old city as an important livelihood project, tilt towards the residents of the old city when formulating relevant supporting policies such as housing expropriation compensation, and earnestly safeguard and guarantee the legitimate rights and interests of the expropriated households in the process of expropriation.
