The significance of that first constitution of New China
The first constitution came into being in September of 1954, with a long history, because when People's Republic of China (PRC) was founded in 1949, it formulated a common program and played the role of an interim constitution.

A few years later, great changes have taken place in our society, and the common program has not adapted to the needs of historical tasks. The development of the situation urgently requires us to go further on the basis of the common program and formulate a more complete national foundation.

1In June, 954, a constitutional drafting committee headed by Mao was established. This drafting committee includes some members of the Party and people from various xxxx factions to draft the Constitution on behalf of the people of the whole country.

It was drafted with reference to some constitutions of the Soviet Union, some constitutions of Eastern European countries and some constitutions of China before liberation. At that time, we also invited some legal advisers, such as Qian Duansheng, a constitutional expert in China, and Lv Shuxiang, a linguist, to revise the Constitution from the language and writing, so the Constitution is a huge systematic project, and all aspects have been taken care of.

1On June 4th, 954, the draft constitution was published nationwide, and the people's government issued a notice calling on the people of the whole country to discuss the draft constitution.

This national discussion lasted for three months. The people of the whole country have longed for their own constitution for a long time. Today, with the people's constitution, the people's enthusiasm is very high. 1954 is a catastrophic flood. So the traffic was interrupted and the roads and railways were washed away by the flood. The discussion at that time was transported to Beijing by plane, which was really touching.

The first session of the First National People's Congress was held in Beijing on September 5th, 1954. Before the congress, deputies to the National People's Congress elected by universal suffrage gathered in Beijing from all directions of the motherland with a sacred mission. Before the opening of the conference, the opinions of the delegates were solicited again and the draft was revised for the last two times. On the 20th, 1 197 deputies unanimously adopted the draft constitution.

Premier Zhou said: "It is now announced that the Constitution of People's Republic of China (PRC) was adopted by the first session of the First National People's Congress of People's Republic of China (PRC) on September 20, 2004."

This constitution first confirms the leading position of the working class, and the alliance of workers and peasants is the class foundation of the country, that is to say, it affirms the position of the people in this country. This is very meaningful, that is to say, after the constitution is formulated, the people's position in this country is clear, which is unprecedented in the history of China.

This is China's first socialist constitution, and both its content and the process of its emergence reflect the people's supreme position in this country. After the founding of New China, four constitutions were passed successively. The current Constitution adopted by 1982 is the continuation and development of 1954 Constitution.
